RFP CONSULTANCY SERVICES TO REVIEW THE IMPLEMENTATION OF THE AFFIRMATIVE ACTION FRAMEWORK FOR REMOTE AREA COMMUNITIES
Overview :

PURPOSE OF THE ASSIGNMENT

The main purpose of the assignment is to review the implementation of the affirmative action framework for remote area communities and assess the impact of the remote area development programme. Based on the findings the consultants will determine the development status of the RASs and make recommendations.

SCOPE OF WORK

The Consultants will undertake the following tasks;

 

  1. Undertake a desktop review of;
    • Current NDP frameworks; Vision 2036, NDP11 and the Transformation Agenda
    • 2009 RADP document (Annex 1)
    • Recommendations of the Report of the Task on the Review of the RADP on the Livelihoods of Remote Area Dwellers (2010) (Annex 2)
    • The 2014 AAF (Annex 3)

 

  1. Review the implementation of the AAF
    • Determine progress made towards the programme indicators as provided for in item 5.1 of the Framework
    • Determine the reasons for achievement and/or lack of achievement
    • Determine if the implementation and coordination structures supported efficient implementation of the AAF

 

  1. Assess the impact of the RADP  
    • Assess the impact of the Programme on the seventy (70) RASs
    • The assessment must determine the effectiveness of the AAF’s sectoral strategies and initiatives to achieve the intended results

 

  1. Determine the development status of RASs
    • Based on C above, determine the level of development of all the seventy (70) RASs against the remote area settlement criteria stated above on 1.0 Introduction.

 

  1. Make recommendations
  • Recommend which RASs should graduate into fully fledged villages
  • Identify issues that will need to be considered for the development of the revised Programme
