Overview : REQUEST FOR PROPOSAL -TO DESIGN AND IMPLEMENT A SOLUTION FOR INTERNAL CONVERSION OF MULAGO HOSPITAL MAIN AND MWANAMUGIMU KITCHENS FROM BIOMASS TO ELECTRICITY FOR COOKING, INCLUDING MONITORING THEIR PERFORMANCE. BACKGROUND The Uganda Accelerator Lab identified “Deforestation” as a frontier issue among other prevailing development challenges. In recent years, Uganda’s forests have faced severe pressure largely from agricultural conversion as a result of population increase, urban demand for charcoal and wood fuel, over grazing, uncontrolled timber harvesting and policy failures. About 59% of firewood used for cooking in Uganda is obtained from natural forests, while 35% is collected from plantation/planted forests (NEMA, 2011). Over 90% of households use wood fuel for cooking (NEMA, 2018). Of these, 18% depend on charcoal for cooking while another 78% depend on firewood. As a result, rates of deforestation are rising, leading to air pollution, increased levels of poisonous gases and environmental heat, and the resulting impacts on climate change which is being felt now more than ever. The UNDP Uganda Accelerator Lab has conducted numerous activities alongside key stakeholders to identify and map the drivers of deforestation in Uganda. These activities included a data workshop convened to explore recent data on the drivers of deforestation, rates of forest cover loss and the regions most affected. The Accelerator Lab also conducted a nationwide ‘call for solutions’ broadcast on various media platforms to identify interventions by communities, individuals, entrepreneurs and organizations in attempting to solve the issue of deforestation. These activities culminated in a solutions workshop to understand more deeply the strengths and opportunities that lie within existing solutions. The Electricity Regulatory Authority (ERA) was among the entrants that responded, with a solution of using electricity for cooking. Their proposal is that if they connect a number of people on the electricity grid, the tariff will drop. In light of this, the UNDP Uganda Accelerator Lab would like to undertake an ‘Experiment on the use of electricity for cooking as an alternative cooking energy by converting Mulago Hospital main and Mwanamugimu Kitchens from biomass to electricity’. This will be done in collaboration with the ERA. UNDP Uganda is seeking to hire a qualified Contractor to design and implement a solution for Internal Conversion of Mulago Hospital main and Mwanamugimu Kitchens from biomass to electricity for cooking, including monitoring their performance.
