Background:

UNDP is developing the “Strengthening the Policy, legislative and institutional frameworks in Jamaica to effectively implement the Nagoya Protocol” project to support the Government of Jamaica with ratifying the Nagoya Protocol. The project is in direct response to the decision at the Second meeting of the Intergovernmental Committee for the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ICNP-2) held in Delhi, July 2012, where the Conference of the Parties “Reiterates its invitation to the Global Environment Facility to provide financial support to Parties to assist with the early ratification of the Nagoya Protocol and its implementation.”

The project aims to improve the capacities of the relevant national authorities in Jamaica, in a participatory manner, as well as strengthen the policy and legal framework associated with access to genetic resources. The project will further seek to enhance traditional knowledge associated with genetic resources and benefit-sharing derived from their utilization for the implementation of the Nagoya Protocol on Access to Genetic Resources and Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity.

The support consultant will work under the guidance of the Lead ProDoc Editor to review and finalize the Project Document and associated annexes, incorporating feedback received from the UNDP Regional Bureau, Government Officials and the GEF Secretariat. The main deliverable for this consultancy is the finalized Project Document package approved for implementation.

Scope of Work:

In consultation with the UNDP Jamaica Multi-Country Office and the Government of Jamaica, and under the technical guidance of the Lead ProDoc Editor, the consultant will be expected to undertake the following tasks:

  • Convene virtual consultative sessions with key stakeholders to validate and update as necessary, components of the Project Document;
  • Undertake desk research to update and improve the ProDoc to ensure alignment responsiveness to the national context, with special attention directed at refining barrier and baseline sections of the ProDOC and the SESP Annex
  • Lead the editing and finalization of ProDoc Annexes in relation to stakeholder engagement plan and gender action plan;  
  • Assessment of current gaps in relevant Jamaican legislation in terms of Nagoya protocols on ABS
  • Support the development of a revised Project Budget;
  • Participate in Validation Workshop;
  • Support Lead ProDoc editor to ensure all the requisite comments and Project Document gaps are addressed and the documents are improved for re-submission to RBLAC and GEF Secretariat.
