A. Project Name: Recovery and Resilience-building in the Philippines

B. Project Description

The Philippines is one of the most disaster-prone countries in the world, prone to earthquakes, volcanic eruptions, tsunamis and typhoons. Climate change has increased the scale and frequency of disasters in the Philippines with an average of 20 typhoons affecting the country each year. The current COVID 19 pandemic has emphasized the need for a more integrated approach that considers the resilience of the country’s health systems to minimize overall impacts on the economy and the welfare of the marginalized.

Disaster response and recovery in the Philippines has been largely focused on infrastructure reconstruction while socio-economic recovery has been more challenging. Risk reduction and humanitarian and recovery measures have not been systematically integrated, which has eroded resilience building efforts each time a new crisis occurred. As a result, the country’s poverty reduction efforts have often been compromised.

Among those hardly hit are the most vulnerable on account of high exposure, inability to adapt, and weak socio-economic capacities. Those needing specifically targeted interventions include persons with disabilities, women and children, informal settlers in the urban areas, upland dwellers and indigenous communities, small farmers and fishermen. There is a need to understand the differentiated vulnerabilities and needs of different marginalized groups to hazards and during disaster events. Disasters often affect women, girls, men and boys differently due to gender inequalities caused by socioeconomic conditions, cultural beliefs and traditional practices, while the existing gender inequalities slow down the recovery processes for everyone.  Any recovery efforts need to ensure women are equally engaged in shaping and implementing recovery interventions.  Through understanding of the differential vulnerabilities and needs, as well as the status of gender equality, more targeted and gender-responsive interventions and policies can be designed and implemented for disaster recovery and resilience-building. The results of this activity will serve as a reference to ensure gender-mainstreaming in programmatic activities and support of UNDP Philippines in disaster recovery and resilience-building.

 

C. Objectives of the Assignment

The role of the Gender Advisor is to assess cross-sector and gender disaggregated information on the current state of disaster recovery and resilience in the Philippines. Through the use of relevant tools and data analysis, key elements of vulnerabilities of women, men, young boys and girls, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people will be identified. Key strategies in gender mainstreaming to recovery and resilience programs, projects and activities (PPAs) will be formulated.

D. Scope of Work

The Consultant will perform the following tasks:

  1. Prepare an inception report including but not limited to:
  • Analytical framework
  • Detailed work plan and schedule of activities
  • Data-gathering tools and methods appropriate to the work context
  • List of stakeholders
  • Type, context, and schedule of consultations with stakeholders
  1. Carry out a desk review of available background data, including a gender equality assessment of the country, sex-disaggregated demographic information and social and economic indicators on disaster recovery and resilience (e.g. statistics, tools, legislations, policies, plans, strategies, programmes and projects related to recovery and resilience from different levels of government down to the communities).
  2. Identify progress in mainstreaming gender consideration and disability inclusion in recovery and resilience activities and documents in the Philippines

Key considerations in identifying progress in gender mainstreaming and disability inclusion

  • In what project phase is gender mainstreaming included, taking into consideration that gender mainstreaming goes beyond inclusion and participation of women and addresses the removal of structural barriers to gender equality. Did they consider it starting from the project design?
  • Evidence of published documentation of consultations with data on participation and representation of women, children, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people; 
  • Identify differentiated sources of vulnerabilities of women and marginalized groups based from these documents. Social and gender dimensions of the risks addressed n reviewed documents;
  • What are the policies aimed to reduce vulnerability and increase inclusion of women, children, LGBTI, and People with Disabilities (PWDs), migrants, and displaced people; and
  • Actions to empower women to be part of shaping and implementing recovery plans, and meet different priorities of women, men, PWDs, elderlies in responding to disaster
  1. Based from the desktop review conducted, carry out consultations with relevant government agencies and other organizations to outline good practices, opportunities, and needs for gender mainstreaming and social inclusion in different disaster recovery and resilience PPAs.
  2. Work with the UNDP team in formulating gender mainstreaming strategies for disaster recovery and resilience PPAs, including in the following activities:
    • Post-disaster Needs Assessment (PDNA)
    • Recovery Planning
    • Monitoring and Evaluation
  3. Formulated gender mainstreaming and inclusion strategies (classified into policy, regulatory, and technical measures). Ensure that these strategies benefit both women, men, PWDs, children, the elderly, LGBTI, and other marginalized groups.

 

E. Approach and Methodology

An Individual Consultant (IC) will be engaged to perform assigned activities and delivery of outputs outlined in this TOR. Through the submission of an inception report, the selected Consultant must describe how it will deliver the activities and outputs outlined in this TOR; providing detailed work plan including timelines, activities, outputs, list of stakeholders, data collection methodology appropriate to the work context, reporting condition, and quality assurance mechanism. The IC may have his or her own support team to deliver outputs of this project.

G. Expected duration of the contract/assignment

  1. It is estimated that the work shall involve a total of fifty (50) working days of combined effort spread over approximately 2.5 months including period for output reviews and approvals.
  2. The IC may propose alternate working days provided it would not exceed the 2.5 months duration of the contract. The proposed working days should be properly explained in relation to the execution of the Technical Proposal.
  3. The UNDP CO will review and give comments on outputs maximum of four (4) working days after output presentation (or submission if presentation is not necessary)

 

H. Governance and Accountability

  1. The activities of the IC will be coordinated, monitored and assessed by the UNDP CO CAPT Team Leader and the Recovery and Resilience-building Project Manager (RR PM) from UNDP CO.
  2. The Resilience-building Project Manager (RR PM) from UNDP CO will supervise the IC.
  3. All outputs in this TOR will be submitted to the RR PM and discussions/ presentations will be scheduled.
  4. A final version of the output with implemented revisions from comments will be submitted and an acceptance letter will be issued to the IC.
  5. The IC is required to submit progress reports to the RR PM every fortnight
  6. The IC is responsible for liaising and setting up meetings and stakeholder consultations with national agencies, communities, local government units, NGOs, and other identified stakeholders. The CO may provide key persons to contact in these organizations to the consultant.

 

  1. Facilities to be provided by UNDP

 

  1. Due to the ongoing COVID 19 pandemic and the restrictions in place for meetings and gatherings, meetings will be done using online applications.
  2. The IC is expected to use its own computer and communication equipment and other resources that are required and may be needed to conduct activities in this TOR

 

J. Duty Station

  1. The engagement may be home-based and for accessibility and availability to allow for discussions and reporting on progress of activities regular online meetings shall be conducted.
  2. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Contractors shall be done within the guidelines and protocols set by the local and national government.
  3. The Consultant will not be required to report to office regularly but status report on the outputs shall be expected monthly.

 

K. Professional Qualifications of the Successful Consultant

The successful IC should meet the following minimum qualification

Education

Bachelor’s Degree in Gender, Social Work, Community Work, Anthropology, Psychology, Sociology, Economics, or a related field

Experience

Must have at least five (5) years of experience in doing gender assessments and analysis and developing gender-mainstreaming projects

Must have at least two (2) years’ experience in research (primary and secondary). Experience in DRRM would be an asset.

Completed minimum of two (2) gender analysis studies

M. Scope of Price and Schedule of Payments

  1. The agreed and final contract price is a fixed output-based price regardless of extension of the project or changes in cost components. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all-inclusive” (professional daily fees X number of working days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.;
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration;
  3. Final acceptance and approval of Outputs are required for processing and releasing each payment.

N. Criteria for Evaluation

Proposals will be evaluated based on a combined scoring method wherein the technical proposal of the candidate will be weighted 70%and combined with the submitted financial proposal which will be weighted 30%.

The Technical Proposal (70%) will be broken down into the following criteria (only candidates who obtain a minimum of 49% technical score will be considered shortlisted and evaluated for their financial proposal):

O. Recommended Presentation of Offer

The financial proposal should indicate both breakdown and total costs of the engagement and other related administrative-logistical expenses.

Interested parties are required to submit the following:

  1. Duly accomplished Offeror's Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11 Personal History Form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; and,
  3. Financial Proposal that indicates the all-inclusive lump-sum amount commensurate to the scope of work, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  4. At least two final/published versions of similar output documents/report will be required for submission to provide UNDP an idea on how the prospective IC will package the expected outputs; 
  5. Plan of Approach and Methodology including a timeline (shall provide a brief description of the strategies, processes and activities to be employed by the Consultant to deliver the expected outputs. It should also contain an indicative timeline to conduct/complete proposed activities and deliver outputs by the expected due dates.)
