Description of the assignment: Gender and social mainstreaming, quality assurance and safeguards, mainstreaming of vulnerable groups issues and application of safeguards. Analyses of gender and social aspects relevant to the project including impact and opportunity analysis for uptake into the project. Including into: Nationally Determined Contributions (NDC) update process, Measurement, Review and Verification system (MRV) under the Paris Agreement and national climate policy framework.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

Undertake and ensure gender and social mainstreaming with particular attention to context specific gender relations and vulnerable groups issues in São Tomé e Príncipe. The assignment consists in mainstreaming, quality assurance and application of necessary safeguards to the project “Delivering Climate Project” and climate action in the country throughout the duration of the consultancy, including to the processes of NDC update and development of the MRV system under the Paris Agreement and national climate policy framework. The assignment includes the input to the NDC and MRV processes, a critical review of the national climate policy from the gender and vulnerable groups perspectives, the sensitization of and awareness raising among the project staff (especially NDC, MRV and Climate Change Committee).
Gender and social issues (social will focus on vulnerable groups) will be dealt with at the same time in an integrated manner, nevertheless, for clarity reasons, the specific thematic aspects are described separately in the following.
Gender - The consultant will bring in gender and diversity perspective throughout the assignment. In addition to this the consultant will be responsible for delivering an assessment of the impacts of climate change on gender relations and gender equality in Sao Tome and Principe. The consultant will review the project internally to ensure it is gender and diversity sensitive. After this the consultant will support the NDC Update Lead Consultant and Local MRV Consultant in ensuring that gender aspects and perspectives are integrated in the NDC update process and design of the MRV system, and by providing adequate input. The consultant will provide a gender analysis of the national climate policy framework of STP and is responsible for organizing stakeholder meetings to gather data for the “Assessment of the impacts of Climate Change on gender relations and equality in STP”. This will inform the input for gender-sensitive climate risk management in the context of STP.
The consultant is also to provide support to the national Climate Change Committee in the review of climate action projects in STP from a gender perspective and by providing substantial quality assurance and safeguards inputs and recommendations. This will have the overall aim of
strengthening the capacity of the CCC on gender issues. It is also expected that the consultant will provide day-to-day inputs to the Project Management, as well as to the Senior Technical Adviser to further ensure gender mainstreaming and safeguards.
