National Consultant to conduct a Study on the Prevalence of Gender-Based Violence in the Republic of Mauritius

Background

Gender-based violence (GBVt cuts across societies, classes, races, religions and ethnicities, affecting an estimated one in three women in the course of her lifetime. It is a pervasive phenomenon Common in developing and developed countries alike. Vlolence against women manifests itself in multlple behaviours including rape, sexual coercion, incest, stalklng and trafficking amongst others. Perpetrators of violence against women can be intlmate partners, family members, members of the community or strangers.
Thus, in recognition of the extent of the problem, and to help design evidence based strategies, responses/interventions the Ministry of Gender Equality and Family Welfare (MGEFW) with the collaboration of the UNDP has planned to conduct a nation-wide assessment on the major manifestation of the prevailing gender inequality expressed in the form of Gender-Based Violence.

 Objective of the Assignment

  • To carry out a desk review of existing materials/ literature/ including research / assessments of international and national experiences and identify available statistics;
  • To review the status and occurrence of GBV at national level.

Scope of Work

  • Identify the types, extent and magnltude of violence prevalent in each region and determine their prevalence, as well as their causes and effects;
  • Assess the extent to which the amended laws that protect women’s rights have been disseminated, among the general public, particularly among law enforcement officials;
  • Assess the extent to which the amended laws have been enforced and identify barriers to their enforcement;
  • Assess the establishment/effectiveness and limitations of institutional mechanisms in place to protect viCtlms from secondary victimization by the government/non government organizations;
  • Assess the effectiveness or/and limitations of interventions for GBV cases;
  • Review the scope and limitations of on-going GBV assessments;
  • Assess and gain knowledge and understanding on the extent and magnitude of the prevalence of GBV, its causes and effects and the problems associated to articulated responsive mechanisms;
  • Assess and get Information on the implementation and practice of legal and social frameworks as well as intervention strategies in the area of mltigating GBV;
  • Explore the scale of GBV substantiated with facts/figures; and
  • Use the outcome of the assessment for developing sustainable and tangible strategies to address the problem and lay foundatlon for appropriate response mechanisms.

Deliverables

  1. Submission of a detailed inception report detailing a clear methodology, data collection tools to be used and a feasible work plan for the Study.
  2. (a} Consultation with concerned Stakeholders, Conducting field work, Submission of Draft baseline Report and Presentation to the Technical Committee .

           (b) Submission of final baseline report and Presentation to Stakeholders

 Duration

This assignment is for duration of 55 days starting on 16 April 2021 ending on or before to June 2021.
