Inclusive economic growth continues to be an important thematic area for UNDP Jordan’s Country Programme that aims at addressing vulnerabilities at individual, community, local authority and national institutional levels by supporting initiatives that foster an inclusive enabling environment for livelihoods and job creation for all, especially among vulnerable Jordanian youth and women in crisis-affected areas.

The programme seeks to provide resilience-based development solutions for local economic recovery, including green economy opportunities and enabling equitable access to financial service solutions to ensure no one is left behind.

The Covid-19 pandemic and its socio-economic impact are evolving rapidly, with the impact of the crisis not only driven and shaped by the repercussions of the spread of the virus on the broader economy in Jordan and elsewhere but also the nature of the government response in terms of movement restrictions and other emergency measures and the support of Jordan’s key development partners. COVID-19 and the response measures are having a major impact on livelihoods and living conditions, especially for vulnerable people, including women, people with disabilities, and children. This has resulted in disturbing businesses and mostly impacting the informal economy (i.e. daily waged labor) which employs around 46% of the total workforce in Jordan. This situation places a heavy burden on local host communities, exacerbating existing vulnerabilities, national resources, and the governmental and sub-national budgets.

 

According to an enterprise survey carried out by the ILO, UNDP & Fafo in May 2020, all firms in the sample confirmed that they are faced with challenges pertinent to cash flows, low demand in the market, and volatilities in supply chains. About 56 percent of these businesses stated that given the current circumstances they expect to remain operational for another three months at the most. Also, 84 percent of firms in the survey stated that they are struggling to pay workers’ salaries and social security contributions. This holds especially true among MSMEs, as 55, 44 and 33 percent of micro small and medium businesses, respectively, claim that they do not have the financial resources to keep their workers on the payroll.

This TOR is specifically related to UNDP’s “Heart of Amman programme” which aims at improving livelihood opportunities and enhancing resilience through capacity building, inclusive entrepreneurship, business scale-up, and supporting the development of a conducive environment for social businesses. UNDP Jordan is currently implementing the Heart of Amman II (HoA II) programme targeting areas in downtown Amman and surrounding neighborhoods.

The HoA II programme supports the improvement of the socio-economic situation of the downtown Amman by applying more effective and innovation-driven solutions that add value to the local community, revive growth and create jobs. At its core, the programme supports the operationalization and scale-up of social entrepreneurship and innovative business ideas through capacity building, access to finance, tailored mentorship support, as well as through providing networking opportunities with eco-system change-makers and investors.
