Overview :

 As the IEC is gearing up to conduct the voter registration exercise ahead of the Presidential Election in 2021, there is a need to educate voters and stakeholders on the importance of the voter’s registration (VR) exercise highlighting that registration is a requirement to be eligible to vote. Civic and voter education is a major component of the electoral process in The Gambia. In every election, civic and voter’s education are necessary to ensure that all constituents—men and women alike—understand their rights, their political system and how and where to vote. For an election to be successful and democratic, voters must understand their rights and responsibilities, and must be well informed to cast ballots that are legally valid and to participate meaningfully in the voting process. Voter’s and civic education are even more critical in countries in transition, where elections may have an unprecedented impact on the countries’ future.

The goal of voter education is to make information available to all constituents. Voter’s education campaigns should seek to achieve universal coverage of the electorate. To do this effectively requires reaching out to disadvantaged groups as well as mainstream voters. Against this backdrop, it is imperative for the IEC to conduct voter education as a means of promoting public participation. In so doing various approaches would be used including the use of music to convey voter education messages. Music and video are popular tools for information dissemination especially amongst the youth. This consultancy therefore seeks to engage the service of a music producer as Consultant who would interact with other artists/musicians to help achieve the goal of reaching out to the Gambian electorates. The production of election songs and video in multiple languages would serve as a useful vehicle through which the IEC would engage with the public and ignite their participation in the VR exercise.

SCOPE OF THE WORK

  • To produce, master and duplicate election songs in English and 7 local languages (i.e., Wollof, Fulla, Madinka, Jola, Serehuleh, Manjago and Serereh) to be copied into 100 USB Flash Drives as civic and voter’s education advocacy materials.
  • The individual consultant will be responsible to complete the following actions:
  • Prepare and share the inception report incorporating a workplan and desk review with clear deliverables and activities.
  • Produce and master voters education songs for the VR process in English and 7 languages (i.e., Wollof, Fulla, Madinka, Jola, Serehuleh, Manjago and Serereh).
  • Duplication of the 8 VR songs into 100 USB Flash Drives as advocacy materials for the General Registration of Voters
  • Filming of 7 Voter’s Registration songs.
  • Produce of 7 Voter’s Registration videos.
  • Submit 1st draft of the VR songs and videos to the IEC Director of Training and Communication for review and validation.
  • Validation of draft VR songs and videos’
  • Address comments, issues in the scripts highlighted during the review; and

Submit final 8 Voter’s Registration songs and videos, including 100 USB Flash Drives for the endorsement of UNDP/IEC.
