1.Background:

Migration in Iraq is a complex phenomenon with heavy outward migration and severe internal displacement. Iraq also hosts refugees from neighboring countries, foreign workers, tourists, and receives returning Iraqis. Since 2012, Iraq has entered into several international migration agreements and consultative processes to strengthen migration management, joined UN Conventions, and passed relevant migration-related national laws. Migration-related gaps such as limited strategic coherence of migration policy and migrant labor regulations have been identified using the first National Migration Management Strategy (NMS) in 2020 using findings from the Migration Governance Indicators (MGI) assessment.

 

Iraq adopted the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) in 2015, which recognized for the first time the contribution of migration to sustainable development. Iraq Vision 2030 encapsulates an ambitious governance agenda to achieve sustainable human development and sustain peace. This includes upholding the rule of law and access to justice, fostering integrity, transparency, and fighting corruption, but also improving administrative decentralization, promoting effective public participation in decision-making, enhancing the values of citizenship and reducing inequality, promoting a culture of tolerance and community peace, as well as values of achievement, initiative, and volunteerism.

 

In such context, and as part of the UNDP and IOM supporting the government of Iraq through the project “Supporting the United Nations Network on Migration in Iraq”, UNDP is leading the work on the establishment of safe spaces in local communities for women and girls. The safe spaces aim to bring together the local communities, migrants’ women and girls to understand migration issues and how to tackle them. Thus, it will focus on (but not limited to) the protection of women and girls affected by issues such as trafficking and Gender-Based Violence (GBV), offering a space for women and girls the opportunity to engage with each other, exchange information, rebuild community networks and receive support. This assignment aims to support the establishment of Safe Spaces through developing practical guidelines for local Non-Governmental Organizations (NGOs) who will work closely with women and girls at the safe spaces included how to work with migrants, returnees, and displaced people.

 

The safe spaces for women and girls, offering a space for women and girls to engage with one another, exchange information and understand how to tackle certain issues, and migration-related thematical SDGs initiatives drawn from countries similar to Iraq circumstances. This will require scoping, reviewing, analyzing the current national context, to developing a practical and clear guideline for the safe spaces aligned with the national SDGs context which will help in tackling the migration-related challenges and highlight the opportunities in Iraq.

 

2.Objective:     

 

The main objective of the consultancy services is to develop a practical guideline for local NGOs and public related institutions on the best practice of establishing safe spaces in Iraq local communities for IDPs, refugees and returnees’ women and girls reflecting people-related challenges and opportunities. This guideline will provide the NGOs with the a systematic, organized and gender-responsive way of establishing women friendly spaces in which they can share their stories with other women and even inspired them. As well as it will deliver the  tools and methodologies that should be adopted by the NGOs to provide enhancement training which will target vulnerable  returnees women and girls, who has often limited opportunities in the Iraq. This guideline will draw the coordination mechanism between NGOs, host communities and other related migrants’ institutions including but not limited to MOLSA, Ministry of Migration and Displaced, head of camps and local women gender Units. The guideline needs to be aligned with Iraq National Migration Management Strategy, the Migration Governance Indicators assessment, Iraq Vision 2030 on SDGs, and other strategic documents. The International Consultant will take the lead, in conjunction with the SDGs Project Team at UNDP-IRAQ, Senior Management from the Ministry of Planning and Ministry of Migration and Displaced, and other line ministries, in undertaking the guideline development exercise in which tackling migration-related challenges.

 

 

3.Scope of Works and deliverables

 

In carrying out the assignment, the International Consultant is required to employ a collaborative approach in ensuring that inputs are obtained from the Senior Management at the Ministry of Planning, Ministry of Migration and Displaced, and integrated throughout the drafting process in consultation with UNDP Iraq.

 

In completing the scope of work, the consultant is expected to closely coordinate with UNDP-IRAQ, the Ministry of Planning, the Ministry of Migration and Displaced, and other relevant governmental entities. The consultant will participate in meetings and discussions with relevant stakeholders and develop training materials that can be adopted by LNGOs on providing economic empowerment for women and girls returnees and refugees. The consultant will facilitate a validation session with multi-stakeholders (governmental and non-governmental entities) on the safe spaces guideline.

  1. Reporting:

The Consultant will report directly to the SDGs Project Manager at the UNDP country office throughout the assignment period, in delivering the above-mentioned deliverables as per an agreed workplan.

 

6.Duration:

 

The expected duration of the assignment is from July 15th to September 15th , 2021.

 

7.Qualification:

 

Education

  • Advanced university degree in international studies and developments, social science, development studies, conflict and criminology, and other related fields.

 

Work experience

  • At least 5 years of experience working on migration-related challenges, development of strategic plans and guidelines.
  • Has experience of working with UN or governments on developing strategies and case studies related to SDGs and migration
  • Previous working experience in developing migration reports, national and strategic planning
  • Experience in managing multi-stakeholder engagement, coordination with ministries, UN and International agencies, economic sector, private and public sectors, and stakeholders   

 

Language requirement

  • Excellent written and spoken in English and Arabic .

 

8.Competencies

10.Payment

 

The consultant must send a financial proposal for a total contract duration. The proposed fee shall quote an all-inclusive budget for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the International Consultant in successfully completing the assignment/consultancy. Payment will be made as lumpsum on deliverable upon completion of the service.

 

12.  Application
