Overview :

UNDP, in partnership with UNEP, is supporting the Government of Lesotho to strengthen the management of waste (including plastics) in country.  The support is geared to providing technical and financial resources in the development of a national integrated waste management strategy, policies and the necessary laws. In contribution to national efforts towards proper management of waste, Government of Lesotho and UNDP intend to implement a project on integrated waste management with a focus on Plastic Life-cycle management. The project is anticipated to create multi-stakeholder country platform established to facilitate design of policy and regulatory framework for sustainable plastic life-cycle management. This will be realized through strengthening of the legal framework anchored on evidenced based research to inform the articulation of policy options for sustainable plastic management.

In this context, UNDP has partnered with UNEP and Ministry of Tourism, Environment and Culture (MTEC) in the implementation of the strengthening partnerships on sustainable waste management project. To help shape the project, UNDP is seeking the services of a Local Consultant to develop to develop and draft the national legal framework on integrated waste management. The assignment requires a review and  identify limitations in existing legal instruments and provide concrete ways to strengthen national regulatory frameworks in fulfilling of Lesotho’s obligations to international requirements on a sustainable management of the environment including infrastructure and enforcement capacities to enhance approaches for environmentally sound management of waste in Lesotho.
