BACKGROUND

The UNODC Programme Office in the Philippines (POPHL) has significantly expanded its portfolio in the last three years, from a single  project to several projects across UNODC’S five normative areas of activity: strengthening Member States’ capacities to confron threats from TRANSNATIONAL ORGANIZED CRIME; Supporting Member States in implementing a blanced, comprehensive and evidence-based approach to the WORLD DRUG PROBLEM that addresses both supply and demand; Countering TERRORISM; Strengthening crime prevention and building effective CRIMINAL JUSTICE SYSTEMS; and, tackling CORRUPTION and its catastrophic impact on societies. All these toward its mission to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism by working for and with Member States to promote justice and the rule of law and build resilient societies (UNODC Strategy 2021-2025).

The UNODC is also a major implementing partner in the UN Joint Programme on Human Rights in the Philippines particularly the component on human rights-based approach to drug control.  In addition, it provides support to several interagency groups such as the Anti-Terrorism Council, the Dangerous Drugs Board and its clusters, Technical Working Groups on Prisons and the Technical Working Group on Drug Use Prevention, and to several NGO consortium partners such as the Asian Center for Drug Policy, among others.

POPHL’s growing  portfolio and increasing number and complexity of its Government and NGO partners. This necessitates the development of its strategic communication and advocacy plan in order to increase visibility, accountability, programmatic success and internal coherence. This plan will be in line with the priorities and standards set by the UNODC Headquarters, guidelines from the Regional Office in Southeast Asia and the Pacific (ROSEAP), and UN Philippines’ joint priorities set by the Resident Coordinator’s Office.  POPHL then intends to implement, monitor and evaluate this strategic communication and advocacy plan, piloting in 2021 and then full implementation from 2021-2025.

 

OBJECTIVES OF THE ASSIGNMENT

  • The UNODC seeks a consultant to support the implementation of activities of the Programme Office in the Philippines (POPHL). The Individual Consultant shall provide communications services to ensure that: 1) the communication activities of the UNODC POPHL are strategically designed and piloted; 2) relevant key officials at the UNODC Regional and Headquarters, as well as key government and civil society partners of the UNODC programmes at the national and sub-national levels are kept well-informed; and, 3) reporting and updates are packaged according to UNODC visibility guidelines.  These are designed to enhance the quality and outreach of UNODC POPHL projects and activities and messaging to a diverse range of stakeholders and partners such as government agencies and non-governmental organizations in the Philippines, UNODC regional and headquarters offices, media, and the general public.

 

INSTITUTIONAL ARRANGEMENT

Under the supervision of the UNODC Senior Resident Policy Advisor, the consultant is expected to update UNODC on the progress of his/her work related to the project on a weekly basis during the contracting period to ensure that targets are met in a timely manner.

 

DUTY STATION AND DURATION OF WORK

Duty Station: Work From Home. The Consultant is expected to work remotely and provide his/her own laptop, workspace, internet connection for the work requirement. In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government and in compliance with community quarantine policies.

Duration of work: 35 person-days spread over the contract period (schedule of report submissions and other related documents is as indicated in the Expected Outputs and Deliverables clause). Regular updating/reporting to the designated coordinator assigned for the particular project is as stated above.  

 

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

  1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional fees X number of person-days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
  2. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.
  3. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
  4. The contract price will be fixed output-based price..
  5. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Senior Policy Advisor prior to release of payments.

Description of Responsibilities :

SCOPE OF WORK

Under the direct technical guidance of the Senior Policy Advisor and direct supervision of the Senior National Programme Officer, the consultant is expected to perform the following tasks:

  • Develop and implement the UNODC PHL communications strategy based on an assessment of POPHL’s communication needs, and in line with UNODC’s strategic plan, ROSEAP’s guidance and the UNRCO’s country priorities;
  • Working with the National/International Programme Officers, develop and produce communication and advocacy materials including briefing materials, press releases, success stories, newsletters, brochures, and disseminate through effective channels, including social media;
  • Develop brochures, factsheets, infographics, and stories from the field to inform the media and the general public at the regional and national levels, following the guidelines from the Regional Office;
  • Participate in the regular updating of the UNODC PHL web page; including the generation of content and uploading a range of public domain publications  and multimedia products reflecting UNODC activities, priorities and areas of expertise.
  • Working with the Senior Policy Advisor and the UNRCO communications specialist, establish relationships with the press in country; maintain and update database of relevant press. Refer to the Senior Policy advisor in a timely and clear manner the media inquiries and other requests for information.
  • Connect the media with UNODC subject matter experts, and help finalize talking points.
  • Introduce creative approaches to improve internal and external communication at the UNODC POPHL; which includes maintaining and  improving communications between different sub-programmes and projects, government and NGO partners.

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based on the following qualifications (with the appropriate obtainable points).

Experience

  • At least 7 years of professional work experience at the national or international level in public relations, communications or advocacy, is required;
  • Extensive experience in the use of social media is required;

  • Experience working with an international development agency on any of UNODC’s thematic areas is an advantage.
  • Experience in media relations is an asset
