| Overview : Objective of the Assignment: UNCDF Mozambique is therefor seeking a local consultant to carry out the Mid-Term Review (MTR) of the current MERCIM programme in the provinces of Nampula and Zambezia. Context of the Assignment The purpose of the MTR is to assess to what extent MERCIM has progressed in achieving its stated objectives and outcomes, the good practices as well as propose viable and realistic recommendations to improve the further implementation of the programme, to make necessary course corrections, so to maximize its impact and sustainability, during the remaining time period (until 2022). The MTR will determine if MERCIM’s design addresses the identified needs of Mozambique in order to effectively address climate change – adaptation and resilience - at the subnational level, particularly at district level, and assess how well MERCIM is being implemented to meet these needs. It will be interesting for the MTR to also look into the lessons learned, good practices and synergies between MERCIM and LoCAL programme, both supported by UNCDF. The MTR will assess the relevance, coherence, effectiveness, efficiency, impact and sustainability of MERCIM also within the country context of the implementation of the United Nations Development Assistance Framework (UNDAF) and the National Climate Change Adaptation and Mitigation Strategy (ENAMMC).
