| Overview : [ENGLISH BELOW] Dự án “Hỗ trợ cải thiện hệ thống trợ giúp xã hội, pha II giai đoạn 2017-2020” (SAP-II) do UNDP tài trợ, hỗ trợ kỹ thuật cho Bộ Lao động – Thương binh và Xã hội (Bộ LĐTBXH) và các Bộ, ngành liên quan thực hiện Quyết định số 488/QĐ-TTg ngày 14 tháng 4 năm 2017 về phê duyệt Đề án đổi mới, phát triển trợ giúp xã hội trong giai đoạn 2016 – 2025 và tầm nhìn đến 2030 (Đề án). Để thực hiện mục tiêu thiết kế hệ thống và dự án đầu tư xây dựng hệ thống tự đăng ký trực tuyến, quản lý và chi trả điện tử và cơ sở dữ liệu tích hợp trợ giúp xã hội nhằm quản lý và giải quyết chính sách trợ giúp xã hội kịp thời và hiệu quả. Hệ thống quản lý gồm: (i) Hệ thống quản lý đối tượng và đăng ký hưởng chính sách; (ii) Quản lý và quản trị hệ thống dữ dữ liệu; (iii) Hệ thống quản lý chi trả; (iv) Hệ thống giám sát và phản hồi thông tin trực tuyến. Các yếu tố thiết kế kỹ thuật phải bảo đảm độ hiện đại về công nghệ (Phần mềm và phần cứng), thân thiện và đơn giản tiếp cận trên các phương tiện giao diện điện tử (máy tính, điện thoại…), chi phí đầu tư thấp, tính bảo mật cao, phù hợp với nền tảng công nghệ của Bộ LĐTBXH và các tỉnh nghèo trên toàn quốc dự án SAP-II phối hợp với Cục Bảo trợ xã hội, Bộ LĐTBXH thực hiện Hỗ trợ kỹ thuật thiết kế và xây dựng dự án đầu tư hệ thống tự đăng ký, quản lý, chi trả điện tử hưởng chính sách trợ giúp xã hội và cơ sở dữ liệu trợ giúp xã hội tích hợp trên toàn quốc Các nhóm tư vấn quan tâm xin gửi hồ sơ tới Văn phòng BQL dự án SAP-II gồm (i) Lý lịch (CV) của từng thành viên - miêu tả chi tiết về các nội dung liên quan đến yêu cầu công việc và (ii) Đề xuất kỹ thuật/Kế hoạch thực hiện hoạt động này, gồm kế hoạch dự kiến, phương pháp, công cụ thực hiện, thời gian dự kiến, sản phẩm đầu ra, phân công trách nhiệm giữa các thành viên trong nhóm và kinh phí đề xuất tại địa chỉ số 67A Trương Định, Hà Nội. Email: sap.pha2.dsa@gmail.com Hạn chót: Trước 16:00, ngày 13 tháng 9 năm 2021 (giờ Hà Nội) **************************************************************************************************** The Project on “Support to the improvement of social assistance – phase II, for the period of 2017 – 2020” (SAP II) which is supported by UNDP to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies to implement the Decision No. 488/QD-TTg dated on 14th April 2017 by the Prime Minister on approval of the Master-plan on social assistance reform and development in period of 2016-2025 and vision till 2030 (MPSARD). To develop a design systems and investment projects to build an online self-registration system, electronic administration and payment system and integrated social assistance database to manage and deliver social assistance policies in a timely manner. The management system includes: (i) Policy beneficiary and registrant management system; (ii) Data system management and administration; (iii) Payment management system; (iv) Online information monitoring and feedback system. Technical design elements must ensure the modernity of technology (software and hardware), user friendliness and accessibility on electronic interfaces (computers, phones, etc.), low investment costs, high security, and compatibility with technology platform of the Ministry of Labour, Invalids and Social Affairs and poor provinces nationwide, SAP-II has been collaborating with the Department of Social Assistance (DSA), Ministry of Labour – Invalids and Social Affairs (MOLISA) to Technical assistance in designing and building investment projects on self-registration, management and e-payment systems for social assistance benefits and an integrated nationwide social assistance database Interested consultancy teams can send their personal profiles including (i) Curriculum vitae (CV) of each consultant –description of all details related to the requirements of this assignment and (ii) A technical proposal/implementation plan that compiles a tentative work plan, research methodology, tools, a tentative timeframe, outputs and task division to SAP II office at No. 67A Truong Dinh Street, Ha Noi, soft copies to the project.
