Overview : The UNDP Solomon Islands Access to Justice Project (A2J), seeks to engage a mobile telecommunication service provider to produce the following applications and services: - A USSD-based PSO legal information service
- An automated answering service integrated with the Toll-Free lines for calls received outside working hours and when phone rings out during work hours
- A primary toll-free number, multi-channel lines and a unique USSD code.
- Support services.
The purpose of this project is to make legal information more accessible and improve the interaction between PSO and the people of Solomon Islands. The solution should include telephone and USSD support as a simple two-way communications platform. The USSD functionality is widely adopted in Solomon Islands and well-supported by MNOs, end-user devices, including smartphones and standard keypad mobiles phones. The service should be integrated with/by the mobile network operators (MNO), which are already running public USSD platforms. Additional channels would extend the accessibility and flexibility of the solution. The contractor should liaise with the Telecommunications Commission of Solomon Islands (TCSI) and MNOs to enable a short USSD code and toll-free number across all telecommunications operators to provide services to all customers seeking PSO assistance in the country. A typical scenario, where customers reach PSO’s contact center via a USSD app selecting a registration option through the menu to put their details into the system and address a question or chose another menu with the needful legal information. The PSO agent sees the request in real-time and contacts the customer to proceed with the inquiry. |
