Dự án “Hỗ trợ cải thiện hệ thống trợ giúp xã hội, pha II giai đoạn 2017-2020” (SAP-II) do UNDP tài trợ, hỗ trợ kỹ thuật cho Bộ Lao động – Thương binh và Xã hội (Bộ LĐTBXH) và các Bộ, ngành liên quan thực hiện Quyết định số 488/QĐ-TTg ngày 14 tháng 4 năm 2017 về phê duyệt Đề án đổi mới, phát triển trợ giúp xã hội trong giai đoạn 2016 – 2025 và tầm nhìn đến 2030 (Đề án). Để xây dựng giải pháp, kế hoạch thực hiện việc quản lý, lập danh sách, cấp thẻ bảo hiểm y tế điện tử cho đối tượng được ngân sách nhà nước đóng và hỗ trợ đóng bảo hiểm y tế được tích hợp với “hệ thống tự đăng ký, quản lý, chi trả điện tử hưởng chính sách trợ giúp xã hội và cơ sở dữ liệu trợ giúp xã hội tích hợp” do Bộ Lao động – Thương binh và Xã hội quản lý. Trong đó, đề xuất cụ thể về: các giải pháp tích hợp và việc ứng dụng công nghệ thông tin trong quản lý đối tượng; lập danh sách, xác định đối tượng tham gia bảo hiểm y tế; kết nối, chia sẻ dữ liệu điện tử về danh sách đối tượng tham gia bảo hiểm y tế, cấp thẻ bảo hiểm y tế điện tử; báo cáo về kết quả cấp thẻ bảo hiểm y tế của các đối tượng thuộc phạm vi quản lý của Bộ LĐTBXH; theo dõi, quản lý dữ liệu bảo hiểm y tế điện tử; nội dung văn bản cần sửa đổi, bổ sung (tập trung Thông tư 30/2019/TT-BLĐTBXH), dự án SAP-II phối hợp với Cục Bảo trợ xã hội, Bộ LĐTBXH thực hiện Xây dựng kế hoạch thực hiện việc quản lý, lập danh sách, cấp thẻ bảo hiểm y tế điện tử cho đối tượng được ngân sách nhà nước đóng (đối tượng bảo trợ xã hội) và tích hợp hệ thống bảo hiểm y tế cho các đối tượng được ngân sách nhà nước đóng với "hệ thống đăng ký, quản lý, chi trả điện tử hưởng chính sách trợ giúp xã hội và cơ sở dữ liệu trợ giúp xã hội tích hợp" do Bộ Lao động – Thương binh và Xã hội quản lý. The Project on “Support to the improvement of social assistance – phase II, for the period of 2017 – 2020” (SAP II) which is supported by UNDP to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies to implement the Decision No. 488/QD-TTg dated on 14th April 2017 by the Prime Minister on approval of the Master-plan on social assistance reform and development in period of 2016-2025 and vision till 2030 (MPSARD). To develop a feasible action-plan and solutions to integrate e-SHI membership targeting, management and card issuance, for those whose SHI enrollment is fully or partially covered by the Government, into the integrated electronic social assistance self-registration, beneficiary management and payment system and database currently managed by MOLISA. Deliverables will include concrete proposals on integration solutions and application of information technology in SHI membership targeting and management; SHI membership and e-SHI card data connection and sharing; progress reporting on SHI card issuance to MOLISA-managed membership groups; e-SHI data monitoring and management; and inputs to formulate relevant legal instruments (with a focus on a Circular to replace the prevailing Circular 30/2019/TT-BLDTBXH), SAP-II has been collaborating with the Department of Social Assistance (DSA), Ministry of Labour – Invalids and Social Affairs (MOLISA) to development of action-plan to support e-social health insurance (SHI) targeting, management and card issuance (membership) of social assistance beneficiaries (whose SHI enrollment is covered by the Government) and mainstreaming SHI membership of social assistance beneficiaries into the integrated electronic social assistance self-registration, beneficiary management and payment system and database currently managed by MOLISA.
