Overview :

In line with Aichi Target 3 of the Convention on Biological Diversity which states to eliminate, phase out or reform all subsidies harmful to biodiversity, The Government of Botswana in collaboration with United Nation Development Programme will undertake a study to advance achievement towards this Target.

The overall objective of the study is to gather evidence of both positive and negative impacts of subsidies on biodiversity/ ecosystems/nature, with a view of proposing repurposing options for prioritized subsidies harmful to biodiversity. The specific objectives include.

  • Collect existing evidence on biodiversity impacts (both positive and negative) of the subsidies in the selected sectors.
  • Provide recommendations to change/reform/repurpose prioritized subsidies harmful to biodiversity
  • Establish gender related impacts in accessing subsidies, particularly in rural communities
  • Establish processes followed to institute and avail subsidies.
  • Identify, assess and quantify the value and the cost in terms of money used on or financial returns from the subsidies likely to have an impact on biodiversity for each of the 8 sectors (Water, Agriculture, Tourism, Energy, Forestry, Mining, Transport and Wildlife.)
  • Prioritize subsidies with potential for redesign taking into consideration a full range of social, environmental, economic, and political economy concerns including trade-offs for respective sectors and compensation measures to protect most vulnerable groups.
  • Develop an action plan for possible redesigning of prioritized subsidies for respective sectors.
