Dear Sir / Madam:

We kindly request you to submit your Proposal for the assignment to strengthen and coordinate human rights monitoring during the pre-electoral, electoral, and post-electoral periods in Kenya, to support early warning and prevention.

Context of the Requirement:

The objective of the assignment is to strengthen and coordinate human rights monitoring during the pre-electoral, electoral, and post-electoral periods in Kenya, to support early warning and prevention. 

Under this consultancy, the selected organization will coordinate the identification and engagement of human rights defenders to conduct regular monitoring of the human rights situation in selected hot spot counties (Nairobi, Kiambu, Eldoret, Nakuru, Narok, Bomet, Laikipia, Marsabit, Kisumu, Vihiga, Bungoma, Siaya, Trans Nzoia, Mombasa, Kilifi, Lamu)

Produce monthly reports analyzing the monitoring and identified trends; ensure coordination with other human rights monitoring initiatives supported by the project; and ensure interface with referral and response mechanisms. This monitoring strategy is premised on the basis that regular monitoring and documentation of trends ahead of the elections is vital for early warning, prevention and response by duty bearers and other national stakeholders, including constitutional commissions.

Brief Description of the Required Services:

Under the guidance of the OHCHR Senior Human Rights Adviser and working closely with the OHCHR Human Rights Specialist, the consultancy aims to:

  1. Identify, recruit and deploy grassroots human rights defenders to monitor and document the human rights situation in the electoral context; 
  2. Undertake comprehensive training of the monitors prior to deployment, including on human rights principles, state obligations under key human rights instruments, gender, and monitoring methodology;
  3. Develop tools that will ensure collection of factual information for analysis of trends in the human rights situation, including on civic space, and for early warning and prevention;
  4. Prepare monthly analytical reports from information collected from the monitoring, highlighting trends and patterns to inform appropriate action and follow up;
  5. Liaise with other institutions deploying human rights monitors, to coordinate on areas of deployment and share information on identified trends, risks and opportunities to facilitate more effective responses;
  6. Identify and establish links with referral pathways and mechanisms to facilitate responses to cases of human rights violations, including sexual and gender-based violence

List and Description of Expected Outputs to be Delivered:

The main deliverables under this assignment are:

  1. Comprehensive tool and methodology for human rights monitoring and documentation in the electoral context;  
  2. Capacity development and coordination of human rights monitors;
  3. Monthly situation analysis reports on key human rights trends and issues based on reports submitted by monitors, including alerts based on issues of concern and geographic areas;
  4. Flyer on existing referral pathways and response mechanisms developed for use by the monitors;
  5. Engagement with duty bearers and other national stakeholders, including constitutional commissions, to address emerging human rights concerns; 
  6. Narrative reporting on status of activity implementation on a quarterly basis.
