| Overview : The key objective of this assignment is to describe and analyse the planning and coordination system, as well as relevant capacity of public servants, across the Eastern Cape District Municipalities, Eastern Cape provincial government and other 3 national DDM Pilot Districts, in relation to the development of long-term District Development Model (DDM) One Plans, to evaluate it against the challenges and critiques, and then to propose actions to be adopted in the future. The overarching goals of the assignment are to: 1) Strengthen the capacity of public service to use data and evidence in planning and programme implementation, including modelling capability and 2) Build strong and dynamic sub-national level institutions through improved public administration processes. |
