Overview :

In reference to the programme background described above, UNDP is seeking proposals from qualified CSOs to provide community engagement and awareness raising services in seven counties (G. Kru, Sinoe, Maryland, Rivergee, Bomi, Gbarpolu, Rivercess). The awareness raising should encompass production and distribution of Information, Education and Communication materials (IEC), town hall engagements and radio talk shows focusing on the Local Government Act (LGA). Emphasis should be placed on citizens benefits and civic obligations in the framework of the LGA to engender their support for decentralization. Applicants must liaise with the Ministry of Internal Affairs (MIA) and UNDP in the content development of IEC materials, town hall awareness facilitation guide and support, as well as the selection of communities for town hall meetings. Interested CSO(s) must select lot one which comprises (Grand Kru, Sinoe, Maryland & Rivergee) or lot two (Bomi, Gbarpolu & Rivercess). Each CSO will be required to conduct at least three town hall meetings per county with participants not less than 100 persons.

Contract will be awarded to the most technically compliant and responsive CSOs based on demonstrated capacity and experienced. Selected CSOs will be expected to work in close collaboration with the Ministry of Internal Affairs and UNDP.

Grants will be awarded to organizations based on the following considerations:

✓ National CSOs with strong backgrounds in awareness raising especially in rural communities.

 The CSO should be duly registered in Liberia and have worked in some of the anticipated project counties.

 The organization’s proven administrative and financial management capacity to undertake the project.

 The technical design of the proposal in relations to achieving the expected results commensurate with related budget; and

 The institutional capacity of the CSOs
