Project Title: Stockholm+50: National Consultations in the Philippines

 

Project Description

The UN General Assembly has agreed to convene an international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity”, in Stockholm on 2 and 3 June 2022, during the week of World Environment Day. The meeting will commemorate the 50 years since the convening of the UN Conference on the Human Environment. It is also designed to help accelerate the implementation of the Sustainable Development Goals during the Decade of Action including through a sustainable recovery from the COVID-19 pandemic. The Government of Sweden will host the meeting with the support of the Government of Kenya. The meeting will mutually reinforce the commemoration of the fiftieth anniversary of the creation of the UN Environment Programme, UNEP@50.

The international meeting and its preparation will provide for the effective participation of all States Members of the United Nations and UN specialized agencies and parties to the multilateral environment agreements with participation encouraged at the highest possible level. The international meeting will comprise an opening segment including a commemorative moment dedicated to the United Nations Conference on the Human Environment held in Stockholm in 1972, as well as four plenary meetings, three leadership dialogues, and a closing segment.

The leadership dialogues will be designed to be collaborative and multi-stakeholder with a focus on recommendations that contribute to the environmental dimension of sustainable development to accelerate the implementation of commitments in the context of the decade of action and delivery for sustainable development, including a sustainable recovery from the COVID- 19 pandemic. They will address the following themes:

- Leadership dialogue 1: Reflecting on the urgent need for actions to achieve a healthy planet and prosperity of all;

- Leadership dialogue 2: Achieving a sustainable and inclusive recovery from the coronavirus disease (COVID-19) pandemic; and

- Leadership dialogue 3: Accelerating the implementation of the environmental dimension of sustainable development in the context of the decade of action.

All relevant major stakeholder groups, including women, youth, older persons, persons with disabilities, indigenous peoples and local communities, as well as other representatives from civil society and the private sector are encouraged to contribute to the discussions of the international meeting and its preparation through consultations at global, regional, and national levels.

The objective of the national consultations is to stimulate an inclusive whole-of-society and whole-of- government dialogue on the main themes of Stockhom+50 as they relate to each national context. The consultations will provide in-person and virtual platforms for ideas, insights, and innovation that:

  • Build a shared global vision on how to achieve a healthy planet and prosperity for all while accelerating progress on the Sustainable Development Goals and Multilateral Environment Agreements through an inclusive green recovery;
  • Offer clear recommendations for governments, civil society and private sector on priority actions. 
  • Amplify the voices of the poor and other marginalized groups; and
  • Influence local and global debates that consider the perspectives of all stakeholders.

UNDP has been asked to facilitate national consultations using resources provided by the Government of Sweden and leveraging existing in-country programming and partnerships including through its support to Nationally Determined Contributions processes (e.g. UNDP’s Climate Promise) and broader work on Nature, Climate, Energy and other integrated SDG themes. UNDP will work closely with UNEP and all members of UN Country Teams (UNCT) who have extensive experience in convening different development stakeholders and providing relevant knowledge to identify development challenges, opportunities and solutions with a bottom-up approach rationale. UNCTs, under the leadership and guidance of the UN Resident Coordinator (UNRC), are well placed to support the national consultations as institutional resources and country context allow.

 

Institutional Arrangement

  • For the duration of the contract, the National Consultations Documenter shall work under the supervision of the Climate Action Team, headed by the Team Leader, ably assisted by the Project Management Associate, and will provide technical inputs and approval of her/his outputs.
  • The Contractor will work closely with the Climate Action Programme Team, National Coordinator, Communications Assistant, and Facilitator to ensure all activities are organized, conducted and reported in a timely manner.
  • The Consultant is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment. S/he will also be support by UNDP staff for administrative and logistic requirements, as necessary.
  • The Consultant shall consider at least one week or seven working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, etc. 

 

Duration of Work

  • To undertake the tasks and deliver the expected outputs, the consultant shall be engaged for a period of 50 working days spread over 10 months (March 2022 – December 2022)
  • Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted.

 

Duty Station

  • The duty station is in Manila, Philippines.
  • If local travel is not permitted due to travel restrictions, the consultant is required to do the work online, including spearheading consultations.
  • In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government
  • The Contractor will not be required to report to office regularly but status report on the outputs shall be expected from time to time.

 

Scope of Price Proposal and Schedule of Payments

1.            The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.

2.            Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration

3.            The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.

4.  Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Climate Action Programme Team Leader prior to release of payments.

Description of Responsibilities :

Objectives and Scope of Work

UNDP seeks to engage a qualified National Consultations Documenter to deliver key tasks in the following areas:

Before consultations:

  • Review and understand the concept note and agenda of the consultations;
  • Attend preparation meetings with UNDP and government agencies;
  • Closely work with the Facilitator and National Coordinator for the drafting of a consultation report template.

During consultations:

  • Document process proceedings of all consultations, covering both virtual and in-person meetings;
  • Assist the facilitator/s in ensuring all inputs from the participants are responded to accordingly.

After consultations:

  • Submit draft documentation reports for comment and feedback;
  • Ensure all written documentation reports, materials, and recorded copies of consultations are consolidated and accessible in one shared folder;
  • Work with the Facilitator, National Coordinator and the Climate Action Programme Team for the finalization of documentation reports and posting in SparkBlue platform;
  • Coordinate with the Facilitator, Communications Assistant and National Coordinator for the development of communications material to highlight salient points of each consultation.

Qualifications :

The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted  30 points. 

The CV  will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points  will be shortlisted and considered for evaluation of financial proposal.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 
  5. Sample written report in English relevant to this assignment.
