Background In September 2012, Secretary-General appointed UNDP and DPO as the Global Focal Point for Police, Justice and Corrections Areas in the Rule of Law in Post-Conflict and Other Crisis Situations through a policy committee decision. Since then, the GFP has provided a united front for rule of law assistance in crisis contexts, with the aim of streamlining assessment, planning and delivery to improve overall impact. The GFP achieves greater impact through joint approaches to assistance with involvement from UNDP, DPO, UN Women, OHCHR, UNODC, PBSO, UNDP, DPA, UNHCR, UNICEF, UNOPS, UN-CTITF and the UN Team of Experts on Rule of Law/Sexual Violence in Conflict. This approach allows the UN to respond more effectively to requests for complex and politically nuances assistance by drawing quickly and strategically on the collective expertise of GFP partners. The GFP responds to requests for support from UN Country Teams, Political and Peacekeeping Missions in crisis and post-conflict settings. In Mission contexts, the support is provided throughout the mission life-cycle – from start-up to draw-down – and adds value in the context of transitions. It also serves as a platform for joint resource mobilization. For this purpose, the RoLSHR team also leads UNDP’s engagement with DPO, known as the Global Focal Point for the Rule of Law. The need for medical and health expertise with an understanding of the specific challenges in a prison environment as well as experience from working directly with supporting the national prison services, is considered vital in the ongoing and future work to address dire health conditions in over-crowed and under-resources prison services. Medical expertise within the UN system is widely sought after and is utilized to a very high extent to address the ongoing challenges of managing health support in prisons, including an overall strategy to manage the administration of health as per the Nelson Mandela Rules and address communicable diseases that have an impact on the entire prison population, staff and surrounding communities. Last year, the GFP developed a “rapid assessment” tool to support the understanding, organization and prioritization of health-related services identified in the Nelson Mandela Rules. However, the tool merely supported the prison administration to identify areas of strength, challenges and opportunities but wasn’t intended to support the national prison services to develop strategies to capitalize on identified strengths and opportunities. The development of a subsequent “user’s guide” that will be used exclusively by United Nations to the previously developed “rapid assessment tool” will provide the foundation of sound advice and example practices to address many of the challenges identified in the assessment. Once completed, the “user guide” will supplement the “rapid assessment” as a package to support the overall health support strategies in over-crowded and under-resourced prison environments. Deliverables Provide support to the development of “User’s Guide” for United Nations to supplement the recently developed “Rapid Assessment” tool to support the understanding, organization and prioritization of health-related services identified in the Nelson Mandela Rules. Payment Schedule - Upon Signature of Contract = 20% of contract

Duration of the Work The agreement should be valid for support on the deliverables during the full time period from 1 April 2022 through 31 March 2023. Company requirements: - At least 10 years’ experience in prison healthcare activities
- At least 15 years’ experience in countries and/or crisis contexts with issues of prison over-crowding resulting in significant health concerns
- At least 1-2 years’ experience in collaborating and joint programming with the United Nations rule of law, security, peace, and human rights portfolio, or with a similar UN partnership on related scope of work
- Previous experience in providing remote support on health issues, especially during the COVID-19 pandemic
Team requirements: Team members must meet the following criteria: Education: Advanced university degree in Medicine is required, or the equivalent, with a specialization on infectious and communicable diseases. Experience: - Extensive and relevant experience of at least 15 years in medical and health related issues, in particular in the area of prison health services with a focus on administration and preventative measures in prisons is required.
- Demonstrated experience in fragile and low resource environments supporting corrections initiatives is required.
- Strong inter-personal skills and a demonstrated capacity to forge effective relations with colleagues and counterparts from different backgrounds.
- Proven ability to effectively function in a multi-national, multi-cultural and multi-ethnic environment.
- At least 1-2 years’ experience collaborating with UN partners in crisis or fragile settings.
- Field experience from mission settings would be desirable.
Language Requirements: - Fluency in English, both oral and written, is required
- Working knowledge of French, both oral and written, is required
- Working knowledge of another official UN language is an asset.
Institutional Arrangements - The service provider/organization shall work under supervision of the GFP Core Team and under the overall leadership of the Head of Rule of Law, Human Rights and Security team based in New York.
- The service provider shall provide regular updates on progress made in terms of the deliverables.
Payment modality Payment to the service provider will be made upon certification of satisfactory completion of deliverables by the contract supervisor, and as outlined in the above deliverables.
