Overview :

The Inter-Party Committee (IPC) established the Women Branch of Inter-Party Committee (WOBIPC) in 2021 as a non-partisan dialogue to compliment the IPC’s mandate at the national and regional levels of promoting political participation and representation of women. This was in recognition that their representation in high-level decision making is lacking despite being actively involved in different political processes such as the voter mobilization, election campaigns, voting, etc. WOBIPC is also expected to spearhead activities that bring women from different political parties together to champion peace building, democracy, and economic empowerment.

Following the completion of nomination exercise by IEC for the candidates aspiring to vie for national assembly seats, only 19 women were nominated, 16 from political parties and 3 as independent candidates. Although this is the highest number of nominated female candidates in the history of The Gambia elections, it is still low and the target of 30% female legislatures will not be achieved in the next national assembly. The 19 nominated female candidates will contest in 18 constituencies, six in KMC region, five in CRR, four in WCR, two in Banjul, one in URR and one in NBR.

To scale up the numbers of women representation in the next national assembly from the current five out of the 58 NAMs, IPC/WOBIPC, in partnership with UNDP, UNFPA and International Republican Institute (IRI) will undertake outreach activities in 18 constituencies to support all the 19 female candidates. These will include training the media (print and community radios) on gender sensitive reporting to develop their ability to write more about women candidates and in a positive light, including giving them space to present manifestos to the public. Other activities will include profiling all female candidates, promotional materials to educate the public on importance of electing women leaders, etc.

II. SCOPE OF THE WORK

The consultant will work under the supervision the UNDP Leadership and Accountability.

Project Manager and in close consultation with UNDP management and Governance Team.

He/she will undertake the following functions within the indicated timelines:

 Profiling women candidates in the 2022 National Assembly election: Travel to the

18 constituencies where women are featured as candidates and collect the following

information

o Names and address of the candidate (village, and region and telephone)

o Education background including academic accomplishments if any and

leadership position held in any academic institution

o Work experience including accomplishments, leadership positions as well as

relevant work done (worked in development, governance, public service,

private sector, local government/council, finance and audit, marginalized

groups empowerment, conflict, etc.)

o Voluntary and philanthropic work in and outside Gambia and leadership

positions and accomplishments

o Community and global issues that candidate is passionate about (climate

change, forest conservation, women/youth/PWD economic, social and

political empowerment, leadership, governance, constitutionalism, budget

and fiscal transparency, poverty eradication, sports/ arts and culture,

migration/citizenship, etc.)

o Awards and recognition

o Board membership (school, company, CBO, NGO, CSO, community self-help

projects, etc.

 Provide communication training to candidates to improve the delivery of campaign

messages including:

o Collect and review candidates’ manifesto (if any)

o Discuss and identify challenges candidates are facing during campaigns

o Sharing communication tips, tools, and techniques to address/minimize

challenges

o Inform candidates about available support to their campaigns

o Deliver candidates campaign manual to each candidate

o Formulation of policy positions

 Assist candidates to include policy issues in their campaign messages i.e., work with

candidates to identify 1-2 issues they will pursue/promote at the national assembly

once elected.
