UNDP through its Access to Justice, Security and Human Rights Programme contributes to strengthening the rule of law and creates an environment that enables all members of society to experience peace and security, enjoy their human rights and actively fulfil their societal roles. This work prioritises South Sudanese and States impacted mainly by conflicts and violation of human rights, with a key focus on the most vulnerable members of society, such as women and girls, sexual and gender-based violence (SGBV) survivors, persons with disabilities, youth and the elderly, as well as internally displaced people (IDPs) and returnees.

This call for proposal invites competent and reputable registered Civil Society Organizations (CSOs) working across the States in South Sudan to submit proposals for a six month grant aimed at breaking any barriers preventing communities and victims of past abuses from meaningfully participating in the CTRH process   through thereto establishment of Victims Support Groups (VSG),  contributing to awareness-raising on transitional justice and specifically the CTRH, and creating spaces for dialogue and raising truth, reconciliation and healing awareness to ensure civic readiness..

I.OBJECTIVES:

The main objective of the grant is to identify national organisations – whether civil society organisations (CSO), national non-governmental organisations (NNGO), community-based organisations (CBO), or the like – with operational presence and capacities in one of the 10 states – Central Equatoria, Northern Bahr El Ghazal, Western Bahr El Ghazal, Eastern Equatoria, Western Equatoria, Jonglei, Lakes, Unity, Upper Nile or Warrap – to: 

1. Establish and operationalise sustainable Victim Support Groups (VSG) that can help and provide free confidential support to the most vulnerable members of society affected by all past human rights violations, crimes and traumatic events arising from the past or ongoing conflict and violence. This includes offering advice, truth, reconciliation and healing awareness-raising, and psychosocial support to the affected vulnerable groups.
2. Action, mobilise and carry out truth, reconciliation and healing awareness-raising outreaches for the most conflict affected members of society.   This will enhance their understanding of transitional justice and act as a platform where such victims of past human rights abuses will be sensitized, prepared, and able to engage meaningfully with the Commission for Truth Reconciliation and Healing (CTRH) once it is established andeffectively advocate for other mechanisms on reparations and criminal accountability.
3. Organize various and adapted truth-telling and community-based dialogues for Community-based organisations, community leaders and elders to encourage and support victims to come forward to share their stories as means of giving voice to the full scope and breadth of the atrocity. Specific dialogues for women, youth and their leaders as well as that are intergenerational will also be organized to create safe and targeted spaces that can enlist their views and experiences.                                                          EXPECTED OUTPUTS/DELIVERABLES 

The organisations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of vulnerable groups during the period of implementation. Expected results will include the following:

1. Number of sustainable Victim Support Groups established and operationalised at county level in 10 States affected by conflict and human rights abuses to empower (sensitize and prepare) over 1,500 survivors to participate fully and meaningfully in the CTRH, and provide them free confidential and healing support to recovery with the Victims Support Groups victims of past human rights abuses
2. 2,500,000 vulnerable groups in most conflict affected counties are reached with messages on truth, reconciliation, and healing through awareness-raising outreaches at country level in Central Equatoria, Northern Bahr El Ghazal, Western Bahr El Ghazal, Eastern Equatoria, Western Equatoria, Jonglei, Lakes, Unity, Upper Nile or Warrap. This may be conducted through dialogues, public meetings, drama, outreach awareness sessions, radio and other media engagement.
3. A series of community-based and intergenerational dialogues sessions at county level are organized on transitional justice broadly and the truth, reconciliation and healing process targeting:
4. County level leaders including county commissioners, community-based organisations, community and traditional leaders and elders who can serve as champions for mobilizing communities and encouraging their participation in the CTRH
5. Women, youth and IDPs/returnees and their leaders to enable them receive information and have the full understanding of transitional justice mechanisms and how to participate in the CTRH process .
6. Ensure that at least seventy (70%) per cent of victims of past human rights abuses who are organized in the Victims Support Groups are confident to come forward to share their stories and meaningfully engage with the Commission for Truth Reconciliation and Healing once established in the various States.
