Overview :

Background

Especially at the local level and in LDCs, science-based evidence of climate change risks to support risk-informed planning is often lacking, and access to climate information can be a challenge. As such, LoCAL is looking to establish technical partnerships to support the LoCAL countries to develop and roll out tailor-made climate products and services to advance the mainstreaming of science-based evidence of climate change risks into adaptation planning at the subnational level.

This solicitation is for a Long-Term Agreement (hereafter referred to as “LTA”) for one year and renewable up to a maximum of two (2) years based on satisfactory performance of the company. “LTA” refers to a mutual arrangement whereby the selected firm(s) (up to 3) will provide services as required, over a specific period of time based on a separate specific TORs for the specific assignment (on-call basis). An LTA specifies the unit price, scope of work, allowing for a framework agreement to be used when the services are needed. 

Working under the direct supervision of the LoCAL Global Manager, and in close collaboration with governments and UNCDF country teams, the firms (up to 3) will be responsible for providing technical support to the LoCAL programme.

Undertake country-wide or localized Climate Risk and Vulnerability Assessments, identifying and mapping climate risk, exposure and vulnerability hotspots to prioritize local climate change actions and investments based on quantified and scientific-based analysis.

Design, pilot and roll out of Local Information Systems for Adaptation (LISA) to enhance assessment of and response to climate change impacts in local adaptation planning processes.

Undertake cost-benefit analysis (CBA) and/or impact evaluations of adaptation projects or portfolios of projects, including assessing their cost-effectiveness and efficiency and/or long-run economic and financial viability, to inform decision making over adaptation strategies and options at the local level.

Develop and deliver tailor made training contents and materials on any of the above workstreams and, more generally, on climate change issues for practitioners, policy and decision makers, and/or general public with the ultimate aim of advancing climate change adaptation mainstreaming into local planning and budgeting processes.
