UNODC ROSEAP is hiring a jail/prison and community corrections management consultant to provide technical assistance to UNODC activities.

The overall objective of UNODC on criminal justice reform is to strengthen the rule of law through the prevention of crime and the promotion of fair, humane and accountable criminal justice systems, in line with the United Nations standards and norms in crime prevention and criminal justice and other relevant international instruments.

UNODC ROSEAP and the Programme Office in the Philippines (POPHL) seek to provide technical assistance to the government of Philippines, particularly supporting the Bureau of Jail Management and Penology (BJMP), the Bureau of Corrections (BuCor) and the Parole and Probation Administration (PPA) in their effort to improve the jail/prison management.

Within the current context of extreme overcrowding, the jail and prison authorities in the Philippines are challenged to define and implement policies that promote effective security and safety while respecting fundamental human rights, and to promote disengagement from violence and the rehabilitation of offenders with a view to reducing risks of recidivism upon release.

The COVID-19 crisis poses more challenges to the already-overburdened prison systems. People deprived of liberty are likely to be more vulnerable to an outbreak than the general population because of the proximity and confined conditions in which they live. This pandemic demonstrated the need for jail/prison systems to be better prepared and equipped to handle public health emergencies, beyond the COVID-19.

Given the current situation in the Philippines, the importance and urgency of supporting jail/prison systems to help them better cope with the current pandemic as well as promote the treatment of inmates properly are obvious. Sound prison management and community corrections in line with international standards are significantly important regardless of the situation on the pandemic.

 

OBJECTIVES OF THE ASSIGNMENT

Under the purview of the Programme Office in the Philippines (POPHL) in Manila with the supervision of the Regional Office for Southeast Asia and the Pacific (ROSEAP), the consultant will implement assigned tasks to address capacity development for criminal justice systems in the Philippines, in close cooperation with the Bureau of Jail Management and Penology (BJMP), the Bureau of Corrections (BuCor) and the Parole and Probation Administration (PPA) and in consultation with other relevant partners and stakeholders.

 

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Maximum 172 workdays from May 2022 to December 2022. Home-based with possible travel to the Philippines. The consultant will be required to undertake official travel to the Philippines, as determined by UNODC.

 

INSTITUTIONAL ARRANGEMENT

The incumbent shall be under the supervision of the National Programme Officer (Prison) and with additional guidance from the Program Coordinator (Prison) and/or Senior Policy Advisor based in UNODC Manila and the Associate Crime Prevention and Criminal Justice Officer (Prison) in ROSEAP

Description of Responsibilities :

SCOPE OF WORK

The consultant will provide technical assistance on jail/prison and parole/probation authorities in the Philippines.

Designing/delivering training/workshop via online, face-to-face, or hybrid.  Mode of delivery of said trainings/workshops shall be at the discretion of UNODC. Timeline for each event shall depend on the course design and the mode of training and finally at the approval of UNODC.

The scope of work will include but is not limited to the following: a) submission of an inception report with a detailed schedule and sequence of activities, b) a final report on the overall activities; and c) relevant reports if required.

[3.1 Harmonize relevant criminal justice agencies’ differing policies and ensure complementarity and adherence to international standards and promising practices on the management of violent extremist offenders]

3.1.1 Provide UNODC with policy and operational recommendations for the development of National Action Plan on Preventing/Countering Violent Extremism (NAP P/CVE)’s component linked to jails and prisons and parole/probation.

3.1.2 Participate in synergy meetings between criminal justice agencies and present the above recommendations to harmonize their differing policies and ensure complementarity and adherence to international standards and promising practices

[3.2 Develop basic mechanisms for correctional personnel to manage prisons/jails, including for violent extremist prisoners]

3.2.1 Update the risk assessment tool for ordinary prisoners used by BuCor officials in accordance with the Nelson Mandela Rules and other international standards.

3.2.2 Deliver training on Risk-Needs-Responsivity for effective management in prisons for BuCor officials with the developed tool.

3.2.3 Develop a common code of conduct for jail/prison official in accordance with the Nelson Mandela Rules and other international standards.

3.2.4 Design new training modules, based on international standards, the UNODC Handbook on the Management of Violent Extremist Prisoners and other related materials that will include the management of high-risk prisoners, taking into consideration the local context of the Philippines.

3.2.5 Deliver training of trainers to establish a pool of national trainers who will use the above training modules Said pool of trainers may come from BuCor, BJMP, PPA, or from other agencies who actively manage detention facilities.  

[3.3 Prison officials prevent and mitigate the spread of COVID-19 in prisons and jails facilities]

3.3.1 Participate in group meetings with national counterparts to develop a common infection prevention strategy to manage the risk of infection of COVID-19 and other communicable diseases in line with public health standards

3.3.2 Develop Standard Operating Procedures (SOPs), handbooks and manuals on COVID-19 and other communicable diseases infection prevention and control measures for prison officials and health service providers

3.3.3 Deliver training to jail/prison officials, health service providers, and to other jail/prison service providers such as but is not limited to LGUs and NGOs in the effective and efficient use of the above SOPs, handbooks and training manuals.  

[3.4 Pilot activities at specified BJMP facilities dealing with high-risk prisoners, in particular violent extremist offenders]

Assess current tools on identification, risk and needs assessment of violent extremist offenders used among criminal justice agencies such as BJMP, BuCor, and PPA

3.4.1 Update the current tools to enhance the management of violent extremist offenders in accordance with international standards and UNODC relevant materials

3.4.2  Develop/update pocket books or existing manuals, if there are, for jail/prison officials in charge of the management of high-risk prisoners, particularly violent extremist offenders (for male and female offenders respectively)

3.4.3 Conduct a session for UNODC counterparts to discuss and finalise the developed tools and the updated pocket books and manuals, if there were, for pilot facilities. Length and mode of session shall be at the discretion and approval of UNODC.

[3.5 Training of trainers and conduct of awareness sessions to jail/prison and parole/probation service providers on how to deal with high risk prisoners, in particular violent extremist offenders]

3.5.1 Develop training and awareness modules which include a discussion guide, power point presentation, hand-outs, and other learning materials.

3.5.2 Deliver training of trainers to establish a pool of national trainers who will use the above training and awareness modules which include issues related to dealing with high-risk PDLs. Said pool of trainers will come from selected BuCor, BJMP, and PPA service providers including, but is not limited to, LGUs and NGOs. The pool of trainers may also include BuCor, BJMP, PNP and PPA personnel.

[3.6 Training of trainers on the UNODC’s e-learning course on the Nelson Mandela Rules]

3.6.1 Prepare training of trainers course to selected jail/prison trainers and officials; inter alia, develop training modules including a discussion guide, power point presentations, hand-outs, and other learning materials.

3.6.2 Deliver training of trainers to establish a pool of national trainers who will use the above training modules.

[3.7 Develop non-custodial measures to alleviate jail/prison overcrowding]

3.7.1 Design a workshop for judges and court officials on newly-developed data management system to manage trial cases properly and promote the use of non-custodial measures.

3.7.2 Delivery of the workshop  for court officials and submission of the completion report.  

[3.8 Provide pilot implementation for PPA policymakers and frontline officers to introduce newly- developed risk/needs assessment tools and community supervision programmes/modules]

3.8.1 Develop relevant guidelines and materials for PPA officials to initiate the pilot implementation in the Philippines.  

3.8.2 Conduct baseline data collections to identify pilot sites and officials

3.8.3 Provide training for specified PPA officials in preparation for the pilot implementation

3.8.4 In coordination with the PPA headquarters, support and monitor the pilot implementation in the specified PPA filed offices.

3.8.5 Submit the monitoring report and make recommendations for the nationwide implementation

[3.9 Develop and support a data management system for the courts, PPA, and other agencies housing PDLs]

3.9.1 Provide relevant agencies (e.g., courts, PPA, BJMP, BuCor) with advisory service to introduce new data management systems to promote the use of non-custodial measures and/or enhance the infection prevention control strategies. The system will be co-developed with another consultant working on building and managing information systems and IT applications.

Qualifications :

The assignment requires a qualified individual with the following expertise:

  • An advanced university degree (at least a master’s degree or equivalent) in behavioural science, psychology, criminology, sociology, or other field related to criminal justice or prison reform is required. PhD degree or equivalent is highly desirable;
  • At least ten years of progressively responsible experience in the field of criminal justice, particularly in prison administration, community corrections, or social reintegration of offenders. The work experience in areas relevant to UNODC’s crime prevention and criminal justice mandates in the Philippines is highly desirable;
  • Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support;
  • Understanding of international standards and norms in crime prevention and criminal justice, particularly the Nelson Mandela Rules, the Bangkok Rules, and the Tokyo Rules;
  • Knowledge of corrections systems and relevant stakeholders in the Philippines;
  • Fluency in English, with excellent drafting and communication skills, is required;
  • Knowledge of Filipino is an advantage;
  • Excellent interpersonal skills.
