Overview :

Angola is one of the Least Developed Countries (LDCs) that can benefit from trade-related technical assistance. After many years of hesitation, the country finally requested in 2018 from the Executive Secretariat of the Enhanced Integrated Framework (EIF) the implementation of the referred program. As such, Angola has submitted a request for technical assistance for the updating of the Diagnostic Trade Integration Study (DTIS) by the World Bank as well as for the effective installation of the Enhanced Integrated Framework (EIF) Implementation Unit.

 

The initial project of "Institutional support" may begin in January 2022 for one year. This more streamlined project will provide resources for conducting seminars, consultations, and activities related to the completion and implementation of the DTIS.

As part of the political and fiscal reforms underway since 2018, the ministries of industry and trade were merged into a single institution in April 2020, the Ministry of Industry and Commerce (MINDCOM).

Moreover, Angola belongs to two of the eight regional economic communities recognized by the African Union, namely the Economic Community of Central African States (ECCAS), and the Southern African Development Community (SADC). The country has presented its tariff offers as part of the implementation of the trade protocol. Another tariff offer is in preparation for the African Continental Free Trade Area (AfCTA).

As part of the National Development Plan 2018-2022 (NDP), a program to support national production, import substitution, and export diversification (PRODESI) was launched. As the results of the National Development Plan 2017-2022 were less satisfactory, the government decided to include all the structuring projects in the short-term “Angola 2025” vision and the long-term “Angola 2050” strategy, by taking up all the strategies outlined previously, drawing the lessons that result from them to better target the results.

The strategies are drawn up aim at the promotion of the production of endogenous natural resources - agriculture, fishing, forestry economy - and geological-mining activities such as petroleum, and natural gas by creating channels through which will be put into operation production chains for the structural transformation of the Angolan economy.   In connection with the foregoing, interested National  Individuals are requested to submit their  offers through the following email: tendersangola.ao@undp.org
