The Republic of Angola has been a member of the WTO since 1996, having in this capacity participated actively in the negotiations relating to the Trade Facilitation Agreement, concluded and approves at the Ministerial Conference, held in Bali (Indonesia) in 2013.

Trade facilitation is an essential part of the country's investment climate. A countries that are committed to facilitating trade tend to attract more foreign direct investments and stimulate the integration of its economy into the regional and global production chain. Trade facilitation can boost the national economy by reducing costs imports of the supplies necessary for national production and by increasing the exports. It can also be a tool to raise the standard of living of poor families dependent on exports, including agricultural products.

Aware of these facts, the Council of Ministers of the Republic of Angola approved by Presidential Decree nº 176/18, of July 27, institutionalizing the National Committee for Trade Facilitation (CNFE), followed by ratification by the National Assembly of the Amendment Protocol of Marraquex Resolution nº 30/2018, of 7 November.

The mission of the CNFE is to promote and coordinate work related to the facilitation of exchanges in the country and ensuring the dissemination of new commercial procedures. He supports the government in the study, evaluation and definition of measures aimed at ensuring effective oversight of trade facilitation. He further categorized measures in accordance with the Trade Facilitation Agreement, notified to the WTO in 2018 (G/TFA/N/AGO/1).

Angola has requested in 2018 from the Executive Secretariat of the Enhanced Integrated Framework (EIF) the implementation of the referred program within the Ministry of Industry and Commerce (MINDCOM).
