| Overview : UNDP Vietnam is seeking for 01 qualified national or non-government firm/institute/organization for the Action Research and Advisory Service to Enhance Citizen Participation in Formulation and Implementation of Grassroots Democracy Law (Ref. 2-220705) The objectives of this assignment: To strengthen grassroots democracy implementation, the National Assembly of Viet Nam is discussing the draft Law on Grassroots Democracy Ordinance, an important upgrade on Ordinance No. 34/2007/PL-UBTVQH11 on implementation of grassroots democracy in communes, wards and townlets (better known as Ordinance No. 34). This law, when passed, is expected to institutionalize the implementation and to enhance “socialist-oriented democracy that promote the ownership rights of the peoples through citizens’ representative and direct democracy”, especially grassroots democracy. Overall objective: - To enhance citizen participation in the formulation and implementation of the Law on Grassroots Democracy for inclusive and people-centric governance
Specific objectives: - To review and provide inputs for the development of the Law on Grassroots Democracy;
- To nominate and demonstrate on-going grassroots democracy initiatives that have promoted citizen participation from village to provincial levels, leaving no one behind;
- To disseminate the new Law on Grassroots Democracy and support the implementation of the Law with the active participation of social organizations and citizens.
