In close collaboration with UNDP, national and regional stakeholders, other relevant partners and within the framework of the Multi-Stakeholder National Dialogue Plenary II Report of 2019, UNDP is seeking an international consultant to support the Transitional Authority of the Kingdom of Lesotho in its national reforms to the security sector. The key deliverables are as follows: - Conduct an expenditure review of Lesotho’s security agencies to support a government assessment of the affordability of proposed national reforms in the sector.
- Facilitate national stakeholder and community consultations by the authorities in charge of Security Sector Reform (SSR) on the extant draft national security policy and strategy.
- Amend the draft national security policy and strategy to incorporate the outcomes of the consultation in preparation for presentation to government.
- Further refine draft recommendations for amendments to Lesotho security acts and support an expert legal review of those.
