Roughly one in eight people who inject drugs lives with HIV, amounting to 1.4 million people. UNAIDS estimates that injecting drug users are 22 times more likely than the general population to be infected with HIV; 5.6 million PWID were living with HCV, and 1.2 million PWID were living with both Hepatitis C and HIV. [1] People who inject drugs accounted for an estimated 12% of global infections.[2] Drug use disorders are associated with increased risk of other diseases and health conditions, including suicides, overdose deaths, tuberculosis and cardiovascular diseases.[3] UNODC, through a team of National Project Officers, National Project Associates and consultants led by a Regional Programme Coordinator (HIV/AIDS Prevention and Care) based in Cairo, implementing HIV, HBV, HCV, TB prevention, treatment, Voluntary Confidential Counselling and Testing Services, Sexual and Reproductive health (SRH) projects among people who use drugs and living in closed settings in countries of the region including UNAIDS fund in Algeria. The UNAIDS fund under the country envelope in Algeria aims to enhance the operational capacity of the governments of Algeria to address the issue of HIV in among people who use drugs and to implement comprehensive HIV prevention, treatment, care and support services. 2 SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the overall guidance of the Regional Representative/head of Office in Algeria and direct supervision of the Regional Programme Coordinator (HIV/AIDS Prevention and Care) who is responsible for the overall coordination and implementation of the technical assistance project entitled: “HIV/AIDS Prevention, Care, Treatment and Support among people who use drugs and living in closed settings in the MENA Region” based in Cairo, the national consultant shall provide all forms of technical, administrative, substantive and logistical assistance in the implementation of UNODC HIV planned activities, training courses and workshops in Algeria ensuring high quality, accuracy, and consistency of work. The National Consultant is expected to work from 01 December 2021 until 31 March 2022 (4 months) by performing the following tasks: - Support coordination between international and national consultants in developing Opioid substitution therapy (OST) feasibility study and clinical guidelines, manuals and standard operating procedures.
- Support international and national consultants in the development of comprehensive drug prevention and harm reduction strategy for communities and prisons.
- Organizing high-level advocacy workshops and meetings on the importance of HIV and other communicable disease interventions in closed settings.
- Led the organization of workshops and meetings. The consultant should secure approvals from the national authorities, arrange meeting venues, arrange participants’ travel, and other administrative arrangements.
- Support for carrying out a feasibility study for TSOs and an extension of the existing TSO program in Algeria.
- Support CSOs in implementing outreach and DIC services targeting key at-risk populations in Alger, Oran, and Annaba.
- Assist the Regional Programme Coordinator (HIV/AIDS Prevention and Care) in the timely preparation of relevant papers and documents for workshops and project evaluation.
- Support UNODC team and national authorities in implementing evidence-based harm reduction services, including OST in Algeria through advocacy meetings, feasibility study, development of strategy, and guideline.
- Draft regular reports on project activities workshops conducted, including workshop presentations, recommendations, actions to be taken, etc.
- Conduct regular monitoring visits to the community sites to assess whether activities progress per agreed targets and milestones.
- Carry out other project-related tasks given by Regional Programme Coordinator (HIV/AIDS Prevention and Care)

3REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: - A Master’s Degree in health, social affairs or related field.. A first-level university degree in Medicine in combination with additional years of qualifying professional experience may be accepted instead of the advanced university degree.
II. Years of experience: - Working experience on HIV/AIDS and in the management and implementation of the projects in Algeria.
- Excellent writing and communications skills.
- Good command of French and English with proven drafting and communication skills.
III. Competencies: - Excellent reporting and technical writing skills.
- Excellent skills in conducting assessments and analysis.
- Strong analytical skills and abilities to extrapolate policy recommendations based on research and data;
- Effective communication (spoken, written, and presentational) skills.
- Excellent interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
- Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs — maintaining focus and paying attention to the necessary details.
- Experience in the United Nations or another international organization is preferred;
- Excellent writing skills in French and working knowledge of English (verbal and written);
4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: - Proposal/Letter of interest:
- Explaining why he/she is the most suitable for the work.
- Provide a brief methodology on how he/she will approach and conduct the work.
The financial proposal must include the total requested lump sum amount for the 96 working days and a breakdown of this amount. A completed P11 form including three referees to be contacted for the reference check. 5. EVALUATION Individual consultants will be evaluated based on the following methodology: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70 * Financial Criteria weight; 30 Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation Criteria | Max.
