Overview :

The Government of Egypt has fully committed to SDG implementation, where the Ministry of Planning and Economic Development has published the Egypt Vision 2030, has submitted three Voluntary National Reviews (VNRs) in 2016, 2018 and 2021, is currently leading on the development of an SDG financing Strategy, and has a solid commitment to SDG localization.
Localizing the SDGs is a process to translate global SDG targets into realities on the ground, and for individuals and communities to take ownership of the goals, help set local targets, participate in SDGs implementation at the sub national level, as well as to hold governments accountable for achievement of the 2030 Agenda.
Without effective Localization processes with inclusive civic participation, national development policies may fail to accommodate the specific development context at the local level.
The process of SDG localization in Egypt will, at large:
- Improve collective prioritization of the SDGs in the local context
- Build disaggregated monitoring and reporting mechanisms - incorporate SDGs into local development planning and monitoring of progress.
- Increase inclusiveness and participation
SDG localization is at the heart of achieving Agenda 2030 in Egypt where inclusive and sustainable growth and balanced development is one of the main pillars of Egypt Vision 2030.
Over the past decades, Egypt has demonstrated a commitment to localization through a number of key milestones:
- signing the LA21 at the Earth Summit in 1992 and adopting its country profile for the LA21 in 2002.
- Adopting the Sustainable Development Strategy: Egypt Vision 2030 in 2015 which identifies relevant SDG targets by 2030.
- Submitting three Voluntary National Reviews in 2016, 2018 and 2021, making Egypt one of only nine countries in 2021 to conduct a third review1, and showcasing commitment to monitor and report on SDGs.
- Launching 27 reports on the localization of the Sustainable Development Goals (SDGs) in 27 governorates in November 2021, by the Egyptian Ministry of Planning and Economic Development, in partnership with the United Nations Population Fund (UNFPA). The reports were focused on accelerating the implementation of the SDGs at the governorate level by setting quantitative targets for SDGs indicators and identifying the developmental gaps of each governorate, that would allow for identification of key priority areas and target groups and allow for more targeted investments and ultimately lead to the implementation of Egypt Vision 2030.
- Issuing the Unified Planning Law in 2022, and the relevant processes that it entails, including a new funding formula to be used.
- Developing Governorate Competitiveness Indices (GCIs)
Accordingly, the objective of the assignment is to support the Ministry of Planning and Economic Development, in preparing Voluntary Local Reviews (VLRs) for a number of selected governorates (at least 4) and help them mainstream SDGs into their planning and budgeting systems. This will include:
- strengthening coordination and collaboration on SDGs localization on the local level,
- leading on analysis and research and drafting of the VLRs
- conducting capacity building and awareness building activities
