Overview : UNCDF would like to enter into a non-exclusive Framework Agreement, also known as Long-Term Agreement (LTA), with a firm/company that will perform the services described herein below on a need-basis. The consultant company that will be engaged shall provide highly qualified advisory services and intermittent support to UNCDF OFMS’ current and evolving business needs. Without UNCDF committing any business scope and/or volume, the firm shall make these advisory services available on a demand-driven basis, with each call-off order specifying the tasks to be carried out, the amount of time allocated to the service, and the time of delivery of the service. Specifically, and at any given time within the life of the LTA, the consulting firm shall be required to provide any or any combination of the services listed below, as well as any other tasks/outputs related to or arising from the following: - Support the migration from ATLAS to Quantum, including:
- Data conversion and reconciliation;
- Temporary help for cut-over and after initial go-live on data quality;
- Review business changes and prepare SOPs for new processes;
- Provide staff training on new processes;
- Quality assurance of various Quantum module data and UNCDF’s final financial statement;
- Further development and automation after Quantum initial go-live, including:
- Full integration of the Grants module into Quantum
- Full integration of the FIMS (loan and guarantee) system into Quantum
- Implementation of Quantum plus (i.e. budget, risk management, pipeline management etc)
- Other Quantum enhancements as required
- Review accounting policies on business areas that are of common interests with other UN counterparts (e.g. UNDP, WFP, MPTFO etc), discuss with other UN agencies and provide solutions that are harmonized among all agencies;
- Review current UNCDF’s operational structure and propose solutions to optimize its capacity to fit evolving business models of UNCDF;
- Review and propose solutions on automations needed to improve Operations efficiency, including:
- Case management system to track all services required (e.g. Unall or others);
- Sharepoint
- Others as needed
- Advise on implementation of internal and external audit recommendations;
- Advise on institution and programme budgeting, resource forecasting and financial planning;
- Assess and advise on internal control and risk management;
- Provide training to Finance and programme personnel;
- Any other business need that may arise during the life of the LTA.
