UNDP Viet Nam is looking for 01 International Expert on carbon tax to conduct research and propose the inclusion of the carbon tax policy in the taxes, fees and charges legal system of Viet Nam based on international experiences.

The objectives of the assignment are:

  • Review experiences with carbon taxes and fees applied in countries around the world, in the context of other but related policy instruments such as ETS, including assesment of the effects of carbon taxes and fees on GHG emissions and the economies concerned.
  • Review the current status of tax, fee policies in Viet Nam related to carbon, to document experience, estimate the effects of these taxes and fees on Viet Nam’s GHG emissions and the economy, and identify legal gaps.
  • Propose a roadmap for Viet Nam on a carbon tax policy within the wider tax, fee policy framework, including development of a national ETS, and estimate the potential impact of proposed carbon taxes and fees on Viet Nam’s emissions, economy, income equality and employment trends.

The two consultants (1 international expert and 1 national expert) need to jointly work together to perform the following tasks:

  1. Prepare Inception Report
  2. Carbon taxes and fees: International experiences and lessons on GHG emission reduction, revenue generation and economic development.
  3. Review the current status of tax, fee policies in Viet Nam related to carbon
  4. Propose a roadmap for Viet Nam on a carbon tax policy
  5. Organize field surveys and expert consultation workshops

Specific tasks of each consultant will be described in the TOR.
