| Overview : UNDP Vietnam is seeking for 01 International Consultant for assessment of applicability of carbon projects under requirement of Article 6 of Paris Agreement and Viet Nam NDC contribution; and the suggested procedure and criteria for transition, selection of projects to contribute to Viet Nam NDC – 45 working days. The objectives of this assignment are to: - Undertake the stocktaking of the legal framework for carbon/environmental projects in Viet Nam (e.g., CDM, GS, Verra, JCM, renewable energy certificates, etc.) and summarize the updated status of existing carbon projects and potential areas, project types in Viet Nam. Assess the possibility of the existing and new projects, especially LULUCF projects being included in the mechanism under Article 6.4 of the Paris Agreement and contributing to achieving Viet Nam's NDC mitigation targets and support for the national plan for implementation of Glasgow Leaders’ Declaration on Forests and Land Use.
- Provide an overview of the Paris Agreement, especially Article 6 and COPs’ discussion and decisions on the establishment and exchange of credits in the new carbon market mechanism.
- Propose a legal framework, standards, mandatory procedures as well as specific guidelines including templates, forms, calculation tools to provide guidance on transitioning of existing carbon projects or registration of new projects (considering that Viet Nam is developing its domestic ETS and the need to avoid double counting of emission reductions) under the new carbon mechanism.
