BACKGROUND

As part of the celebrations of the 50th Anniversary of the founding of the Organization of African Unity (OAU)/African Union (AU) (1963-2013), which culminated in the holding of the Golden Jubilee Summit of Heads of State and Government of the African Union, The political leadership of this Organization took stock of the progress achieved and the challenges faced and, once again, demonstrated, through a Solemn Declaration of the 50th Anniversary, the will to dedicate itself to the socio-economic and political transformation of the Continent based on the Pan-American Vision. An integrated, prosperous and peaceful Africa, driven by its own citizens, representing a dynamic force in the international arena.
Therefore, in order to make the said Declaration a reality, within the context of the AU vision at the Summit, the Organization designated the African Union Commission (AUC) to develop a fifty-year continental Agenda through a people-oriented process. , outlining the Africa we want, which is conventionally called Agenda 2063, composed of 7 Aspirations and 20 Objectives.
After its elaboration, the Agenda was adopted in January 2015 at the 24th Assembly of Heads of State and Government of the African Union. However, in order to make it more feasible, the AUC was mandated to prepare the First Ten Year Plan for the Implementation of Agenda 2063 covering the periods 2013-2023. This Plan constitutes the first of a series of five ten-year plans for the implementation of the Agenda and which will serve as a basis for the elaboration of medium-term development plans in the Regional Economic Communities, the AU Organs and the Member States of the Union, in the which São Tomé and Príncipe is part.
Therefore, Agenda 2063 is a strategic document for Africa's inclusive growth and sustainable development that aims to accelerate political, social, economic and technological transformation, continuing the Pan-African path of self-determination, freedom, progress and collective prosperity. In its current structure, it includes a ten-year Action Plan (2013-2023) for its implementation.
Therefore, considering that São Tomé and Príncipe, as a Member State of the African Union, affirmed the commitment to support Africa's new path to achieve economic growth, inclusive and sustainable development affirmed in the 50th Anniversary
