- To develop assessment criteria based on national targets and international principles and to review user experience with the access, accessibility and user-friendliness of available and active provincial e-service portals;
- To conduct in-depth research and analysis of online public services delivery in at least two provinces, including one mountainous province in the North, and one province with an island district in the Central Region;
- To consult and validate the review findings with relevant stakeholders at different levels; and,
- To provide relevant central and provincial government agencies with strategic and technical advice on how to improve the access, accessibility and user-friendliness of the provincial e-service portals so that users, regardless of their demographic backgrounds and ability, can use the public e-services.
