Introduction :
This amendment entails revision to the TOR and CFP documents with amended clause on requirements of HACT. Kindly refer to the attached amended documents to get acquainted with the changes introduced highlighted in red font. The deadline for submission of Proposal has been extended for an additional 2 weeks.

This Call for Proposals (CFP) is specifically related to the UNDP The Adaptation Fund (AF) Project: The objective of the AF project, implemented by the State Committee of Environmental Projection of Tajikistan, is to enhance the livelihoods of the small-scale farmers and pastoralists living in the Kofirnighan River Basin (KRB) under future climate change conditions, and contribute to improved KRB watershed management.

Pre-bidding Conference will be conducted on 28 February 2024, 10:00 a.m. Dushanbe time (GMT +5)

Amendment : This CFP was amended to reflect the changes in the Terms of Reference and Call for Proposal documents. Namely the existing clause: Any potential Responsible Party that is engaged to act as RP is subject to and most comply with the HACT policy (i.e., micro-assessment and assurance activities) that must be validated through performance measures and quality certified by an independent assessor engaged by UNDP. Has been replaced by: The pre-selected organization will be subject to a HACT micro assessment by a qualified third-party service provider which will take place during the evaluation stage, and prior to awarding and signing a Responsible Party Agreement. The micro assessment will assess the partner’s financial management capacity (i.e., accounting, procurement, reporting, internal controls, etc.) to determine the overall risk rating and further assurance activities. The risk rating, along with other available information, will be taken into consideration when selecting the appropriate cash transfer modality for a partner, that will be indicated in the Responsible Party Agreement. <...>
