Introduction :

Jordan has been one of the most affected countries by the Syria Crisis. The influx of an unprecedented number of refugees towards Jordan didn’t go without an effect on the country’s resources and infrastructure. Since 2016, the Government of Jordan has been issuing the “Jordan Response Plan for the Syria Crisis” (JRP) as a rolling plan to consolidate all required efforts to respond and mitigate the impact of the Syria Crisis on Jordan and its people.  

The Jordan Response Information System for the Syria Crisis (JORISS) serves as the primary online platform for various stakeholders, including government bodies, UN agencies, CBOs, INGOs, and non-profit companies, to submit, track, monitor, and report on projects related to JRP. By centralizing financial and technical project data, JORISS is designed to empower the Ministry of Planning and International Cooperation (MoPIC) to monitor project progress, funding allocation, and sector-based activities. The system is intended to enhance transparency, enable evidence-based decision-making, and support efficient targeting and prioritization.   


This Scope of Work (SOW) covers the development of the JORISS 2.0 and deploying it into the hosting environment at the Governmental Private Cloud at the Ministry of Digital Economy & Entrepreneurship (MoDEE). The scope also includes the testing, capacity building, warranty, and post-implementation maintenance and support; in addition to all other services needed to ensure the sustainability of the implemented system.
