United Nations Development Programme and world Bank (WB) are partnering in the implementation of a Multi-country assessment on the socio-economic vulnerabilities of the Roma population in Georgia, Moldova and Ukraine, funded by the European Commission Directorate General for Neighbourhood and Enlargement  (DG NEAR). The project aims to build a robust evidence base of quantitative and qualitative data for effective decision-making on policies that promote Roma inclusion.

In this regard, The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the Implementation of the Multi-country quantitative household survey on the socio-economic vulnerabilities of Roma in Georgia, Moldova and Ukraine. The assessment will include various aspects of the well-being of Roma and their non-Roma neighbours, including among others income, education, employment, health, housing and living conditions, migration and access to civil registration/personal documentation. The outputs should include country-level diagnostics and a ready-to-use online platform tabulating the results.

National and International companies are invited to submit proposals for one, two or for three Lots. Companies interested to apply for more than one lot, should submit bid for each lot.  

Lot 1

Implementation of the quantitative survey in Georgia covering 540 Roma and 300 non-Roma households

Lot 2

Implementation of the quantitative survey in Moldova covering 750 Roma and 300 non-Roma households

Lot 3

Implementation of the quantitative survey in Ukraine covering 1000 Roma and 300 non-Roma households


SCOPE OF WORK

Deliverables

1

Detailed work plan reflecting key activities and stages.

Develop sampling frames for Georgia, Moldova and Ukraine , prepared national sampling plan, select sample, in consultation with the TWG

Translation and scripting the questionnaire modules.

Pilot testing of the survey questionnaire, pilot test completed, pilot report submitted to TWG.

Preparing final questionnaires, translations and CAPI script, with verification

Developing training materials, selecting field personnel including Roma individuals, and conducting training the enumerators

Fieldwork preparations are completed

Fielding the survey

Submission of raw (i.e. unchecked) and cleaned/weighted data for review in a format readable by common statistical software (STATA/SPSS and MS Excel format).

Cross tabulations on all the questions, as well as cleaned and weighted results in electronic format provided to TWG

Drafting and submission of Technical Report (a draft and a final version) (appr. 40p)

Implementation Report, containing a brief description of the work/activities performed, deliverables and any other information related to the overall organization and execution of the survey, highlighting any notable difficulties, challenges and deviations from the original work plan, and any other notable occurrences presented to UNDP for feedback and validation (appr. 15p)
