Introduction : Scope of Work:

The specific objectives of the media agency are as follows:

1.Collaborative Message Development: The vendor will work in synergy with the SIEC Media and Communications Team to develop compelling and effective messages suitable for a variety of communication platforms. These messages are critical for the voter information campaign leading up to the significant April Joint Elections. Following topics will be covered:  a. Importance of voting/Joint Elections; b. Role of SIEC; 3. Polling Procedures/How to vote; 4. Secrecy of the vote/Vote buying; 5. Voting for people with disabilities; 6. Youth and Women.
2.Multichannel Communication Strategy: The campaign will utilize a comprehensive approach, incorporating a broad spectrum of communication channels. This includes radio, television, print media (such as newspapers), SMS, social media, digital media, billboards, and community boards, ensuring widespread reach and engagement.
3.Content Diversity: The campaign's content will be twofold. Firstly, informational content will provide crucial details about the Joint Elections, encompassing both voter and candidate information. Secondly, motivational content will be tailored to engage and support specific segments of the electorate, especially those needing extra motivation to actively participate in the 2024 elections. All visual and audio content will include a wide range of voters representative of general public and target groups (women, youth, voters with disabilities etc.) and will be shot in a range of locations, rural and urban.
4.Comprehensive Coverage of Election Topics: The campaign will cover a wide range of relevant topics, including How-to-Vote instructions, pre-polling procedures, and candidate requirements, aligning with the latest legislative updates.
5.Inclusive Messaging: A pivotal element of the campaign will be the incorporation of Gender Equality, Disability, and Social Inclusion (GEDSI) considerations. This will involve a focus on women, people with disabilities, and other important demographic groups, ensuring that the campaign's messaging is inclusive and representative of the diverse electorate.
6.General Approach: A prospective vendor will provide a proposal with a general approach to the material, a sample storyboard and radio script and a timeline of production.
