The Consultant shall undertake the following scope of work:

1.      Conduct a Training Needs Analysis – The Consultant shall design and conduct a rapid Training Needs Analysis (TNA) for selected NEDA central and regional offices. The TNA will identify critical knowledge and skills gap in conducting and commissioning or managing evaluations through identification of evaluation areas, situations, challenges, and bottlenecks that NEDA offices usually encounter. The TNA should be informed through a mix of consultations, key informant interviews, and online survey of NEDA personnel.

2.      Develop customized modules on Basic Evaluation. Based on the results of the TNA and in close consultation with SEED and NEDA, Develop a customized module, with five (5) sub-topics focusing on conducting and managing evaluations will be developed. This may include the following topics:

a.     Commissioning and managing evaluations, which may include sub-topics on developing an evaluation agenda, conducting an evaluability assessment, organizing an evaluation reference group, developing a terms or reference, evaluating a technical proposal, managing an evaluation, ensuring quality of evaluation results, and communicating results.

b.     Recent trends and innovations in quantitative and qualitative evaluations, evaluation reporting and communication, utilizing evaluation results, and cross-cutting issues on gender equality, disability, social inclusion.

c.     The customized modules will include theoretical and practical explanations for each topic, a mini-case study scenario to prompt deeper understanding, and an exercise sheet or interactive worksheet to aid the application of the module.

3.      Design and Conduct of a Training of Trainers. Upon completion and acceptance of the customized modules, the Consultant will lead a training proper to orient and train an estimated 30 NEDA regional and central office participants on the customized modules developed. Specific work tasks include:

a.     Design a training plan that will integrate a mix of theory/content, case study, and practical exercises, following the customized module format. At the end of the training, participants should be asked to develop an action plan to practice the skills learned from the training, and to cascade and echo the training to their NEDA regional offices.

b.     Lead the conduct of the training and facilitate the interactive sessions, practical exercises, and presentations.

c.     Conduct a pre- and post-survey to assess the participant’s knowledge gain and evaluate the effectiveness and relevance of the training.

d.     Collaborate with the UNDP SEED and NEDA team to provide facilitation and on-site support for the conduct of the training sessions. This may include arranging for the preliminary and closing activities (i.e. opening remarks, closing session, etc).

e.     The UNDP SEED project team will arrange and oversee the venue, food, and materials preparation needed for the training. The NEDA team will arrange for the invitations and participation of NEDA training participants.

4.      Apply and integrate a gender lens perspective in the production of all deliverables from the training needs analysis, the customized modules, and the training proper.

5.     Update the NEDA and SEED team on the work progress at least once a month or as requested; and present results and/or insights in NEDA forums such as the 11th M&E Forum 



It further seeks to assess the Project’s accountability, transparency, and collaboration with key stakeholders, including donors, partners, and communities served, by transparently reporting on how resources were used and what outcomes were achieved.
