8.3.4 Project Delivery Team: Cold Storage Rooms Project in five (5) different sites at Rourkela, Odisha, India

BACKGROUND

UNDP is seeking to engage a company to support the implementation of the Rourkela Cold Room project of Rourkela Municipal Corporation. The project aims to address the high rates of difficult conditions experienced by street vendors, including exposure to extreme weather, multiple drivers of cost that reduce the viability of low-volume production as well as a marketplace void of clear market signals.

These vendors struggle to make informed decisions on how to produce and sell, resulting in high volumes of food wastage or distressed selling, significantly impacting on the stability and viability of their livelihoods. In order to improve economic (and other) outcomes for Rourkela’s farmers, it is critically important to provide these vendors with both the infrastructure and market conditions needed to help drive down drivers of cost, improve stability in pricing, and drive the increased volume of production.

Led by the Rourkela Municipal Corporation in cooperation with UNDP, the Rourkela Cold room project will deliver an integrated model with both technological and economic innovation that seeks to build these required conditions for vendors (and other people reliant on the market) by:

  • Building cold-storage units in outdoor marketplaces, providing farmers with short-term solutions to address the weather conditions and respond to high-volume harvests that have no storage space to be conserved harvest;
  • Creating a link between farmers and the market of buyers, providing increased stability in the sale price and volume capacity;
  • Building the capability of Women’s Self-Help Groups (SHGs) to operate these cold rooms, and as a consequence, build stable income for vulnerable women and their families.

OBJECTIVE OF THE PROJECT

The project comprises of five solar-powered cold room sites operated by Women's Self-Help Groups (herein after SHGs). Each of the cold rooms will include the following assets:

  • a cold storage room for keeping vegetables for farmers and vendors (beneficiaries).
  • a solar power system to provide clean energy for cold room operations.
  • a common facilitation center is a shop next to cold room for selling food items, vegetables and other SHGs products.
  • one electric rickshaw for transporting vegetables to bulk buyer institutions and home delivery.

All the cold room sites construction has been completed and designated SHGs have started the operation of cold room. The objective of the project delivery team is to handhold and support the five SHGs for the specified duration, so that SHGs can run the project in a sustainable way even after the support period.

The main operations that are carried out by SHG in each cold room are follows:

  • Cold storage: Managing the check-in and check-out of vegetables and fruits brought by farmers and vendors.
  • Bulk institutions supply: Aggregate vegetables from farmers and vendors, then sell to institutions like hotels, canteens, and NGO.
  • Home delivery: Supplying vegetables to city residents via electric rickshaw.
  • Managing the common facilitation center shop.
  • Cold room awareness programs
  • Monitoring the performance of cold room and maintenance of all assets.
