Overview :

1.BACKGROUND

 

 

Following the successful launch of the “Arabic-French Lexicon of Electoral Terminology (Tunisia)” in Tunis and the positive reception it received from local stakeholders and partners, UNDP received several requests to develop a similar lexicon that would bring together electoral terminology from various countries in the Arab world and is now starting to develop a regional lexicon.

 

The regional lexicon is conceived as a tri-lingual work of reference in Arabic, English and French. It will serve a two-fold aim: allow an understanding of local usage, and help bring about a measure of harmonization of terminology in the region. It will also contribute to clarifying the concepts in the fields of elections and democracy building.

 

The lexicon will serve as a tool of reference to provide clear and accurate explanations of key terms in the field of elections. It will seek to facilitate an understanding of electoral terms and allow precise and correct usage in discussions, negotiations and the drafting of documents including legal texts.

 

The regional lexicon will build on and complement existing glossaries that have been published in various countries as well as on the Tunisian lexicon. The cross-country comparative dimension is designed to contribute to the emergence of standardized terms, on the one hand, and enhance appreciation and understanding of differences on the other. In addition, it will contribute to widen the debate about elections and democratic processes in general.

 

The development of the lexicon will be a joint initiative between UNDP electoral assistance projects in Egypt, Libya and Tunisia as well as the Regional Center in Cairo. Its implementation will be coordinated by Cairo-based Project Officer who will work with a senior international advisor.

 

 

2.SCOPE OF WORK, RESPONSIBILITIES

 

 

Under the direct supervision of the Senior Advisor for the Regional  Arabic Lexicon of Election Terminology, the  Project Officer has responsibility for the day to day management of the Arabic Lexicon  project according to a set timeline and in collaboration with the senior advisor. He/she will be responsible for overseeing the production and the quality of the lexicon. In particular, he/ she is responsible for producing the following outputs:

 

  • All documents and correspondence relating to the project in Arabic and English;

     

  • Regular log and reports on the advancement of the project;

     

  • Regular financial reports;

     

  • Publication via the online tool of additional input of  the correspondents, expert authors,  translators and other sources;

     

  • Plan for the organization of two regional conferences;

     

  • Distribution plan for the lexicon.

     

 

In addition to this, he or she will be responsible for conducting the following activities:

 

  • On-going communication and coordination with the Senior Advisor;

     

  • Oversight and daily upkeep and monitoring of the online collaborative writing tool;

     

  • Coordination and communication with the Expert Authors, Correspondents, Linguist, Lexicologist, Translators and Editors working on the project to ensure progress according to the timeline;

     

  • Timely communication and trouble-shooting of problems with the online tool;

     

  • Participation in both regional conferences;

     

  • Assist with the organization of round table and other ad-hoc meetings where necessary;

     

  • Provide day-to-day support to all the external contributors to the project;

     

  • Liaise with service providers: online tool, printers, transport companies etc;

     

  • Assist with the organization of travel arrangements of contributors where needed;

     

  • In coordination with the Senior advisor take any other necessary action to ensure the Lexicon is completed within the timeframe, the budget and to the highest standards of quality.
