Terms of Reference For Individual Consultant Development of a Decentralisation Policy
Overview : The development of a Decentralisation Policy is part of an undertaking by the Government of Botswana [GoB] to create a governance framework that defines and aligns the roles and responsibilities of central government, local governments and non-state actors to drive decentralised, inclusive and responsive service delivery and sustainable local development. The decentralisation policy is also a tool to guide overall service delivery, coordinate and align decision making to enhance national and local level democracy and generally promote popular participation for sustainable national development. Under the overall guidance of the Project Steering Committee [PSC], and reporting to the Director for Local Government Development Planning [the Client] the Consultant is expected to undertake the following:- 4.1 Develop a comprehensive Decentralisation Policy and Implementation Plan that will:- a. Guide overall service delivery, coordinate and align decision making to enhance national and local level democracy and generally promote popular participation for sustainable national development b. Facilitate the achievement of national development outcomes on rapid, inclusive and sustainable service delivery, poverty eradication and sustainable rural development in Botswana, and c. Track the performance, impact and sustainability of interventions by all stakeholders at all levels in the implementation of the Decentralisation Plan through a comprehensive Monitoring, Evaluation and Reporting Framework 4.2 Ensure that the Decentralisation Policy and Implementation Plan for Botswana sufficiently identify and address the key strategic issues including sectoral decentralisation, fiscal decentralisation, capacity development at all levels in support of decentralisation and community empowerment and democratic and inclusive participation in national development 4.3 Ensure that the Decentralisation Policy and Implementation Plan achieve the specific objectives and is informed by the principles canvassed in these ToRs. 4.4 Review existing policies, programmes, initiatives, practices, legislations and other instruments employed by government to advance decentralisation. This should include the review of national development plans; policy papers and initiatives on decentralisation; commission reports on the structure of local government; local government organisation and management reports; policies on rural development; national poverty reduction strategies; etc. 4.5 Develop instruments to align the Decentralisation Policy and its implementation plan to other on-going public sector reforms, the rural development policy, national poverty reduction strategies, sustainable development initiatives and community driven development programmes , and 4.6 Develop a framework for managing consultations with relevant stakeholders in decentralisation that include central government ministries, local authorities, community based organisations, organised labour, industry, independent professional bodies and the private sector.
