Project Title

Recovery and Resilience in the Visayas

Project Description 

On 08 November 2013, when category 5 Typhoon Haiyan, locally known as Yolanda, made landfall in the eastern Visayas, it caused extensive damage to life, housing, livelihoods and infrastructure across nine of the Philippine’s poorest provinces. It is the most powerful storm ever recorded. Rain fell at rates of up to 30 mm per hour, winds reached upwards of 315 km/h and massive storm surges up to 5-6 meters high hit coastal areas. The islands of Leyte and Samar were hardest hit: 90 percent of the infrastructure of Leyte’s largest urban center, Tacloban City, was destroyed.

Typhoon Haiyan flattened villages, towns and cities. Over one million houses, government administrative and social service facilities have been totally or partially destroyed, creating massive amounts of debris, with nearly one million tons in Tacloban alone. Removing the debris, extraction and management of recyclables, management of municipal solid waste and hazardous waste in a sustainable manner is a necessary condition to start or facilitate immediate, medium- and long term recovery and development.

UNDP's Waste Management Component (WMC) is designed to address significant public health concerns and environmental impacts associated with the recovery/ disposal of typhoon and other waste during the early recovery phase through:

  • Interim/ emergency rehabilitation of critical waste management infrastructure; and
  • Strengthening the capacity of Local Government Units in waste management

UNDP's WMC team consists of three international waste management/water and sanitation (WASH) engineers and scientists, with experience in the private sector and prior disasters notably the Aceh Tsunami, Haiti and Typhoon Pablo, supported by national staff. Their tasks consist partially in the transformation of uncontrolled dumpsites into controlled dumpsites, construction of new sanitary landfills and management of existing sanitary landfills.

Part of the WMC's strategy is to build capacity of the LGUs involved to enhance waste management and operation of the current dumpsites and future landfills.

Under the Waste Management Component (WMC), an International Consultant with a background in civil engineering, environmental engineering, geo-ecology or similar will be hired to assist the WMC in capacity building in the LGUs and Department of Environment and Natural Resources (DENR)/Environmental Management Bureau.

Objectives of Assignment

The Assignment is aimed at building the capacity of local, provincial and government environmental departments to provide effective and efficient solid waste management services through optimization of municipal solid waste collection and disposal, as well as safe and environmentally sound operation of controlled dumpsites and sanitary landfills.

Scope of Work / Expected Outputs and Deliverables

Under the direct supervision of the Waste Management Team, and supported by a national consultant with experience in the field, the International Waste Management Capacity Building Expert will carry out the tasks and provide outputs and deliverables which include, but are not limited to, the following:

Assess the MSW management situation and capacity in the municipalities of Ormoc, Tacloban, Palo, Tanauan, Tolosa, Dulag, Basey, Salcedo, Balangiga, Basey, Burauen and Hernani, Giporlos (13 communities);

Prepare an individual and fit for purpose training module for each municipality, including but not limited to

  • municipal solid waste (MSW) collection
  • dumpsite/landfill management
  • segregation at source
  • commercial waste management
  • hazardous waste management
  • occupational health and safety
  • composting

Carry out training workshops in Ormoc, Tacloban, Palo, Tanauan, Tolosa, Dulag, Basey, Salcedo, Balangiga, Basey, Burauen and Hernani, Giporlos (13 communities);

Close liaison with the local government, City Engineer/City ENRO/EMB, consultants, contractors and community during all phases of the projects.

Institutional Arrangement

The Waste Management Capacity Building Expert will work under the supervision of the UNDP WMC, more specifically reporting to the Waste Management Expert. The WMC is  located in Tacloban, Province of Leyte, Philippines.

Duration of the Work

Thirty-six (36) working days. The Waste Management Capacity Building Expert is required to spend 100% (36 days) of the working time in the Philippines. They will be required to work closely with the National Support Consultant, also provided by UNDP. The assignment is split into four parts :

  • Assessment of the MSW management situation and capacity in the municipalities of Ormoc, Tacloban, Palo, Tanauan, Tolosa, Dulag, Basey, Salcedo, Balangiga, Basey, Burauen and Hernani, Giporlos (13 communities, one day each, including short report, ideally in the form of a questionnaire and a summary with recommendations) – 13 days,
  • Preparation of an individual training module for each municipality as stated above (5 days);
  • Individual one-day training workshops in each of Ormoc, Tacloban, Palo, Tanauan, Tolosa, Dulag, Basey, Salcedo, Balangiga, Basey, Burauen and Hernani, Giporlos (13 communities, one day each) – 13 days.
  • Draft comments and recommendations to the Government of the Philippines for updating the RA9003 Ecological Solid Waste Management Act based on experience in the field and lessons learnt during the trainings.  (5 days)

The work should be carried out during the month of August, starting preferably before the 15th August 2014

Qualifications of the Successful Individual Contractor

Education:

Bachelor degree and/or Masters degree in civil engineering, environmental engineering, geo-ecology or equivalent.

Experience:

 

 

 

 

 

 

 

 

 

At least ten years of experience in developing countries in municipal solid waste management, dumpsite management, landfill management, recycling, composting;

Experience in capacity building (workshops) with national and local environmental authorities, contractors and consultants essential;

Ability to give presentations, provide trainings etc.;

Knowledge of the UN/UNDP system a distinct advantage.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.);

Good communication (oral and written) and intercultural skills, working experience in international teams;

Language Requirements:

Fluent in English language, spoken and written.

Scope of Price Proposal and Schedule of Payments

Remuneration will be on a lump sum payment.  The 25% of the total amount shall be paid upon receipt of invoice and UNDP’s confirmation that the work is on track, which should be billed by the consultant after having worked  50% of the total time on the ground (i.e, 18 working days). 

The balance of 75% shall be paid upon receipt of invoice and UNDP’s confirmation that the work has been completed, which should be billed at the end of the contract period.

Living allowance will be paid as part of the lump sum amount, and shall not exceed the current UNDP DSA rates at the location of the International Expert(http://www.ph.undp.org/content/philippines/en/home/operations/undp-un-dsa-rates/).  The consultant is therefore expected to incorporate such allowance amount in the financial proposal.

Travel to and from the Philippines (one return flight) will be arranged by the Consultant and  shall be included in the financial proposal.

The Consultant is required to provide for computers, cameras as well as all other equipment and working materials for him/herself.
