Project Title
Typhoon Recovery and Resilience in the Visayas (TRRV): Waste Management Component B.
Project Description
On 08 November 2013, when category 5 Typhoon Haiyan, locally known as Yolanda, made landfall in the eastern Visayas, It caused extensive damage to life, housing, livelihoods and infrastructure across nine of the Philippine’s poorest provinces. It is the most powerful storm ever recorded. Rain fell at rates of up to 30 mm per hour, winds reached upwards of 315 km/h and massive storm surges up to 5-6 meters high hit coastal areas. The islands of Leyte and Samar were hardest hit: 90 percent of the infrastructure of Leyte’s largest urban centre, Tacloban City, was destroyed.
Typhoon Haiyan flattened villages, towns and cities. Over one million houses, government administrative and social service facilities have been totally or partially destroyed, creating massive amounts of debris, with nearly one million tons in Tacloban alone. Removing the debris, extraction and management of recyclables, management of municipal solid waste and hazardous waste in a sustainable manner is a necessary condition to start or facilitate immediate, medium- and long term recovery and development.
UNDP's Waste Management Component (WMC) is designed to address:
  • Interim/ emergency rehabilitation of critical waste management infrastructure;
  • Establishment of new landfills (where resources permit); and
  • The strengthening of the capacity of LGUs in waste management;
  • Through funding received from one of UNDPs donors,  engineered landfills will be established in Basey and Guiuan (both southern Samar).
Two (2) National Consultants with a background in civil engineering, landfill planning and construction and municipal solid waste management will be hired to assist in project implementation.
Objectives of Assignment
The Assignment is aimed at supporting the introduction of effective efficient solid waste management services through the provision of new infrastructure including sanitary landfills.
The two National Landfill Design Engineers (NLDE) will create the design documents,  draft procurement documents and/or implementation plans, and will carry out the construction supervision (through a construction company or with/through the municipal services).
This will be done in collaboration with, and under the supervision of, the UNDP Waste Management team and/or the incoming Korea-UNDP project team.
The two National Landfill Design Engineers will work closely with the local counterparts (DENR/EMB and City Engineers/City ENROs of Basey and Guiuan) to ensure they remain fully informed and involved with all construction activities.
Each of the two National Landfill Design Engineers will be responsible for the planning, construction supervision etc. of one of the landfills in Basey and in Guiuan.
The planned activities and outputs for the assignment include, but are not limited to, the following:
