Overview : In 2009, Malaysia announced to voluntarily reduce its emissions intensity of GDP by up to 40% based on 2005 levels by 2020, conditional upon transfer of technology and financial support from developed countries. Nationally appropriate mitigation actions (NAMAs) are expected to contribute to the overall national mitigation aspiration. On the other hand, clean development mechanism (CDM) activities in country, which has been implemented since 2005, is encountering obstacle in recent years due to issues surrounding continuity of Kyoto Protocol. The continuity of existing CDM projects and development of new projects are interfered because of the credit issue. With the emerging of NAMA, it is considered as a potential mean to support CDM activities. The Low Emission Capacity Building (LECB) Project in Malaysia aims to assist the country in enhancing national GHG inventory system (Outcome 1), promoting the uptake of nationally appropriate mitigation actions (NAMA) (Outcome 2) as well as designing measurement, reporting, and verification (MRV) framework (Outcome 3) that ultimately serves national priorities for low emission development strategies.
