Overview :

The Procurement and Administrative Services Team of the United Nations Development Programme (UNDP), on behalf of United Nations Conference on Trade and Development (UNCTAD), invites both local and international consulting firms to apply for eligibility and to bid for the subcontract on the “Enhancement of the BTr Investment Management Application System”.

The Bureau of Treasury (BTr) under the Department of Finance, in collaboration with the UNCTAD through the Strengthening Debt Management Project, has decided to enhance Investment Management Application System B (IMAS-B) by outsourcing the services of a qualified Service Provider. The development of a redesigned IMAS-B that can interface with other BTr financial management systems shall help ensure efficient monitoring of domestic debt levels.

In this regard, the project requires a Service Provider who can upgrade the Oracle-based applications of IMAS-B  and ensure compatibility with the latest server models including the development of web-based functionality of the system.

For interested parties, Bid Documents (Eligibility Requirements, Instructions to Bidders and Terms of Reference) may be secured upon payment of a non-refundable amount of US Dollar One Hundred (US$ 100) or its Philippine Peso equivalent, for the entire set of documents from the following address:

Payments may be made in the form of cash or cheque by personal delivery, or bank transfer. Instructions for bank transfer may be obtained by sending an email to procurement.ph@undp.org or registry.ph@undp.org.

The abovementioned Bid Documents will be released to all interested participants starting 07 August 2014 to 22 August 2014 only. The Bid Documents shall contain all instructions on the rules, procedures, dates, and other schedules for the pre-bid conference and opening of bid envelopes, as well as further details on the scope of services required.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for an in behalf of the project. UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
