Overview : Background: The United Nations Development Programme (UNDP) in Somalia would like to invite registered international and national institutions to submit their Expression of Interest (EOI) for prequalification in the implementation of capacity assessments of partner organisations for the Office for the Coordination of Humanitarian Affairs’ Common Humanitarian Fund (CHF) for Somalia. The Somalia CHF was established in 2010 as an upgrade of the Humanitarian Response Fund (HRF). Since its inception, the CHF Somalia received US$260 million in contributions from donors and funded more than 600 projects across Somalia. The primary purpose of the capacity assessments is to verify and ensure that proposed and current partners’ capacity to manage and implement CHF-funded projects is adequate. Within the CHF Somalia context, capacity assessment is understood as assessments carried out through desk-based reviews of documents provided by the organisation; interviews with the organisation’s staff members; visits to the organisation’s country office(s) and to one or more field offices; and interviews with key informants such as previous/existing donors and partners, cluster leads and members, and beneficiaries of the NGO. The capacity assessment will be structured around eight key areas, and within each area or category each question has a specific weight: • Organizational information • Technical capacity • Funding • Coordination and partnerships • Financial management • Human resources • Logistics/Administration • Monitoring and Evaluation Submission details: Interested companies must provide information indicating that they are qualified to perform the services and may associate to enhance their qualifications. Interested and qualified companies are requested to submit their Expression of Interest (EOI) by submitting the following information: • References must include: name of assignment, dates of assignment, name of client, no. of consultants/staff provided, total person hours, percentage of contract undertaken by subcontractor, services provided, name and designation of references. • Company profile, including breakdown of turnover, staff number and qualifications. • Previous experience in similar environments to Somalia, including for United Nations and other humanitarian and development agencies. • Staff CV’s with details of required qualifications. • Certificate of registration. The Expression of Interest and accompanying documents must be received no later than 17.00 hours (Kenyan time) on Wednesday 8th October 2014. EOI from Companies failing to provide the complete information to fulfill the basic eligibility criteria will be considered non-responsive. This EOI will form the basis for a pre-qualified short-list of International and National/Local Companies. The next process will be conducted in accordance with the procedure set out in the UNDP Programme and Procurement Guidelines and UNDP Financial Rules and Regulations. This EOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EOI without incurring any obligation to inform the affected applicant/s of the grounds.
