Overview : The CHT Peace Accord signed in December 1997 with the aim of resolving the insurgency through political and peaceful means is acknowledged as a significant political achievement which generated high expectations for peacebuilding and opportunities for development. The Accord recognises the CHT as a tribal-inhabitant region with provisions to introduce greater regional autonomy with the establishment of the CHT Regional Council (CHTRC) and three Hill District Councils (HDCs) with authority inter alia over general administration, law and order, local police, land and land management, development, education, health, environment and forestry (except reserved forest). In addition the Accord also stipulates the demilitarization of the region through the withdrawal of temporary military camps installed to fight the insurgency; the resolution of land leases by the district administrations in violation of relevant CHT laws; rehabilitation of returned Indigenous People (IP) refugees and internally displaced people as well as the establishment of a national CHT Affairs ministry at the national level. This year, the accord is going to turn seventeen years. Over the years special effort and attention have been given to implement the accord by different stakeholders from government and non-government organizations at national and international level in their work. Despite the significant discussions and advantages on CHT accord, the accord is an unresolved challenge while government was demanding a significant number of provisions in the CHT accord have already been implemented, and the rest remain under process of implementation or consideration. On the other hand, the signatory regional political party including other national and international organizations is claiming that government did not take concrete steps or prepared time bound action plan for the implementation of the main provisions of CHT Accord. CHTDF, UNDP being one of the main development actors of CHT is planning to conduct an audit of the implementation of CHT Accord to ascertain the status. This review will generate authentic information on the status of the implementation of the Accord and help all relevant stakeholders formulating time bound action plan for the full implementation of the Accord.
